Contractor may not be debarred from participating in Federal programs in order for bid to be awarded. The Homeowner is responsible for the removal of all belongings/furnishings from the designated work areas prior to the start date. A Notice to Proceed will be issued once the homeowner has vacated the property. The Contractor is not responsible for removal of Homeowner's trash and/or discarded belongings or furnishings.
