The purpose of this Request for Proposal is to solicit written Responses from qualified proponents through competitive sealed proposal process for the provision of developing and administering a home repair program in Chatham County, GA. Responses are requested from proponents with a strong record in successfully assisting local governments with grant administration services and have successful track record with homeowners. MINORITY - WOMEN BUSINESS ENTERPRISE PARTICIPATION: It is the desire of the County Board of Commissioners to increase the participation of minority (MBE) and women-owned (WBE) business in its contracting and procurement programs. The County is committed to a policy of equitable participation for these firms by setting goals for each contract. Bidder/proposers are requested to include in their proposals a narrative describing their past accomplishments and intended actions in this area. If bidder/proposers are considering minority or women owned enterprise participation in their proposal, those firms, and their specific duties must be identified in their proposal along with the percentage(s) and dollar amount awarded to the M/WBE firm. Proposers may also provide demographic information regarding their employees to show their commitment to equal opportunity. If a bidder/proposer is considered for award, he/she will be asked to meet with the County Staff so that the intended MBE/WBE participation goals can be formalized and included in the subsequent contract. Responses are requested from proponents with a strong record in successfully assisting local governments with grant administration services and have successful track record with homeowners Qualifications of the Chatham County Home Repair Program: o Be the homeowner and occupy the house and/or owner-occupied duplex as the primary home in Chatham County. o Provide proof of residency by way of State issued ID, tax records, and/or deed in the same name of the priorities occupying resident. o Eligible homes must be located within a Qualified Census Track of Chatham County, must be up to date on tax payment, and have not active code violations. o Have a household income that is at or below 150% of the Federal Poverty Guidelines as defined by The Assistant Secretary of Planning and Evaluation (ASPE), who serves as the principal advisor to the U.S. Department of Health and Human Services on policy development, legislation development, strategic planning, policy research, evaluation, and economic analysis. *see chart below o Applicants must provide proof al all forms of income (check stubs, bank statements, and or personal banking applications, etc.)
