Through this Request for Proposal (RFP) the Office of Purchasing & Contracting (hereinafter the "State") seeks to establish a contract with a qualified Architectural and/or Engineering firm to provide architectural and engineering design services for the roof repairs and roof replacement at the historic Waterbury State Complex Agency of Human Services (AHS) Buildings B-H, Department of Public Safety (DPS) Building, Weeks Building, and Hanks Building in Waterbury, VT. Interested firms are invited to bid on providing architectural/engineering design services described in Section 2 of this RFP. The purpose of this project is phased roof replacement and repairs for a construction cost of $8.2M. The first phase is estimated at $4.4M (2024-2026 Construction), the second phase is estimated at $2M (2025- 2027 Construction), and the third phase is estimated at $1.8M (2027-2029 Construction). The scope of services for this project shall include schematic design, design development, construction documents, permitting, bidding and negotiation, and construction administration. The design team should include an architect and an architectural historian/preservation consultant. $4.2M is appropriated in the Capital bill for Phase 1. The remainder of phase 1, and phases 2 and 3 will require capital bill requests. The historic complex has over 155,000 square feet of slate and copper roof.
