Renovation of a municipal facility in Burlington, Vermont. Conceptual plans call for the renovation of a municipal facility.
PROJECT BACKGROUND Designed by the renowned architecture firm McKim, Mead & White and completed in 1928, Burlington's City Hall is a historic building in need of exterior restoration work. The work must meet the Secretary of the Interior's Standards for the Treatment of Historic Properties with Guidelinesfor Preserving, Rehabilitating, Restoring & Reconstructing Historic Buildings. II. SCOPE OF WORK This restoration project will include exterior preparations, building painting, restoration of eight exterior wood doors and two exterior arched windows, wrought iron restoration, and application of gold leaf to the cupola. It is required that this work will be done by individuals with a minimum of five years working on historic buildings. Set-up of a building containment system and provision of appropriate protection for individuals is mandatory for duration of the project. This work will happen while the building is occupied and must stay open to the public during work. An established exterior clean-up area must be set up for workers. All products and finishes must be approved by the City. The City will file for any necessary zoning and building permits, while the selected contractor will be responsible for any subcontractor permits and parking The restoration project's scope of work will include: HEPA-scraping all loose, flaking, and peeling paint from the building, including soffits, trim, and casings; HEPA-vacuuming all areas to a no visible dust or debris standard will conclude the work; Cleaning of prepped surfaces; Applying one coat of oil-based primer on all bare wood and one coat of Sherwin Williams Duration paint or an approved alternate; Removing any window glazing falling out of the sashes and replacing with Sarco putty; Applying one coat of gold leaf to the cupola; Preparing, cleaning, and applying two coats of direct-to-metal finish to wrought iron railing and window coverings; Preparing and painting wood on exterior doors and making repairs where necessary; Restoring in place all arched windows and doors; and Performing additional rot repair on a time and materials basis. Warranty: No defects for 3 years from completion The City may replace exterior door hardware and, in such event, will work with the contractor to decide on any hardware replacement. All door-reader hardware to be used as currently installed. All work must conform to the practices set forth in "Lead in Construction," 29 CFR 1926.62, as well as any local regulations applicable to this restoration project.
