V. Scope of Work Upon completion of the comprehensive Transit Assessment, modifications, reductions, and/or elimination of transit services may be recommended to the City Council. RFPs should include the Consultant's scope of work and approach, based on the following guidelines. The scope of work shall include, but is not limited to: 1. Review of the City's existing transit services, including but not limited to routes, destinations, service areas, hours of operation, fares, headways/frequency, vehicles, etc.; 2. Analysis of the City's transit funding and allocations; 3. Conduct an analysis of ridership demand and community transportation needs; 4. Provide a comparison of leasing vs. acquisition of vehicles; 5. Consider alternative transportation service providers in the City, 6. Effectively communicate with City staff; and 7. Ensure the project remains on time and within the allocated budget The City of Cerritos is seeking qualified proposals for a consultant firm to conduct a system-wide transit assessment of the City's existing public transportation program comprised of the Cerritos on Wheels (COW) fixed-route service and the Dial-A-Ride demandresponse service. The purpose of this assessment is to formulate recommendations to optimize the operational and cost efficiency of the City's transit services, including but not limited to modifying, reducing, or eliminating redundancies/inefficiencies system-wide. The preferred consultant firm shall work closely with the Community Development Department's Advance Planning Division, which will oversee the contract's administration to ensure that the City's transportation goals and objectives are achieved and that the community's transit needs are met.
