A. Maintain Grand List for the Town of Richmond in accordance with state law, using the VTPIE/NEMRC systems. B. Defend values under appeal, complete grievance hearings and BCA hearings. C. Responsible for all current use processes and calculations. D. Work with PVR on Equalization issues. E. Maintain office hours in Richmond at least once per week throughout the year for the purposes of correspondence, receiving updates, tracking added or omitted assessments and the correction of errors. Finalization of Grand List is expected to take additional hours. F. Assist in additions or corrections to the tax maps once per year. G. Advise the Town Manager and Selectboard on Grand List value, risks to the Grand List value, and other important issues as they arise. H. This contract will be valid from July 1, 2023 through June 30, 2024. Please also provide cost options to extend the contract for two additional years. I. Contractors may add to this list of duties in their RFP and explain how they are necessary and add value to the services provided. J. Provide at least 3 references of other Vermont towns you have worked for or are currently working for. K. Richmond is offering minimal office support for this contract. Assessors should take into consideration that they will be doing all of the entry, correspondence, site visits and other office work. Suggestions for the use of town employees to reduce contract costs through assignment of particular tasks is encouraged.
