Site work and paving for a mixed-use development in Williamsburg, Virginia. Completed plans call civil work for a road / highway and sidewalk / parking lot.

The purpose and intent of this Invitation for Bid (IFB) is to solicit sealed bids from a qualified contractor to provide Asphalt Pavement Repairs, at the James City County's Warhill Sports Complex (WSC) Basketball Court Parking Lot. A. Provide all management, supervision, labor, material, equipment, consumables, and supplies required to provide asphalt repairs. The Work under this Project consists of: 1. The James City County (JCC) Warhill Sports Complex Basketball Court Parking Lot located at 5700 Warhill Trail, Williamsburg, VA 23185 (See Attachment B). The Contractor shall coordinate with the County's Capital Projects Coordinator to develop a schedule for this work. 2. Contractor to mill asphalt in area shown on exhibit (Approximately 2973 SY). All paving joints will be sawcut. 3. Contractor to place 2" of SM 9.5A asphalt in milled areas. 4. See attached site plan for areas to be milled and overlaid. 5. Contractor to restore all pavement markings. 6. The parking lot must remain open during the work. 7. All work and materials are to comply with the most recent edition of the HRPDC. 8. Contractor will coordinate all work schedules with the Capital Projects Coordinator. Work will be scheduled to provide minimal impact to the public's use of the facility. 9. Contractor to provide traffic control measures, as necessary. B. Under no circumstances will the contract extend more than 30-days past the Notice to Proceed. C. These documents are not intended to be all-inclusive of the safety, codes, and regulatory requirements mandated by Federal, State, and local governments and regulatory agencies. All Contractors shall conform to all applicable regulations including, but not limited to, the following: 1. Virginia Department of Labor, Virginia Occupational Safety, and Health (VOSH) regulations. 2. Virginia Department of Transportation - Road and Bridge Standards. 3. Manual on Uniformed Traffic Control Devices (MUTCD) and the Virginia Work Area Protection Manual. D. All work shall be completed within 30 calendar days from the start date indicated in the Notice to Proceed; however, once the work starts, it shall be worked continuously until satisfactory completion. E. Vendors shall submit a lump sum price for a complete turnkey job as described in the Scope of Work. F. All vendors shall be properly licensed by the Commonwealth of VA. All vendor site supervisors assigned to this project shall have a minimum of 3 years' experience in similar work. A qualified site supervisor shall be on site at all times during the Work.
