Selection Announcement General Services Administration, Public Buildings Service Energy Savings Performance Contract, National Deep Energy Retrofit Program Round 7 In reference to General Services Administration (GSA), Public Buildings Service (PBS) Energy Savings Performance Contract (ESPC) National Deep Energy Retrofit (NDER) Program for Round 7 for National Capital Region (NCR) Project 1 & Project 2, and Region 5 posted May 5, 2023, the following information is provided: A Notice of Opportunity (NOO) was issued to current Department of Energy (DOE) ESPC 2017 IDIQ holders on May 5, 2023. Interested DOE ESPC IDIQ holders were requested to submit a written response to the NOO to be considered for potential task order awards under the DOE ESPC program. The response requirements were outlined in the NOO. The down-selection process was conducted in two phases. Phase 1 responses were evaluated and Energy Savings Companies (ESCOs) were selected for advancement to the Phase 2 evaluation. Phase 2 responses from the IDIQ contract holders selected for advancement to Phase 2 were evaluated, and ESCOs were selected to advance to the Preliminary Assessment (PA) phase of the program. Selection for the PA does not guarantee a task order award. The DOE ESPC IDIQ contract holders selected to proceed to the PA phase are as follows: CEG Solutions, LLC was selected for National Capital Region Project 1 (NCR-1) to perform work in multiple buildings in Washington DC as indicated on Attachment A. Ameresco, Inc was selected for National Capital Region Project 2 (NCR-2) to perform work in multiple buildings in Washington DC as indicated on Attachment A. Ameresco, Inc was selected for Region 5 to perform work in multiple buildings in Indiana, Illinois, Minnesota, and Wisconsin as indicated on Attachment A. GSA appreciates the efforts of all the ESCOs that participated in this process and encourages all DOE IDIQ contract holders to participate in future GSA opportunities as they become available.
