The County of Sonoma Climate Action and Resiliency Division of Sonoma County's Administrator's Office is pleased to invite you to respond to a Request for Proposal (RFP) for Mapping Study and Analysis for Onsite Wastewater Treatment Systems (OWTS). OWTS-related regulations are becoming more stringent, especially in areas near waterways impaired with pollutants such as excess pathogens, bacteria, or nutrients. A better understanding of the County's OWTS situation will assist with efforts to keep the water clean and fulfill the regulations. This mapping study is designed to increase the County's understanding about OWTS on a County-wide scale and analyze the challenges and opportunities for wastewater treatment alternatives, including management and support options. Please note that Exhibit A for this RFP is included with attachment A: Sample Agreement. The State of California adopted a statewide OWTS Policy in 2012 that became effective in 2013. The OWTS Policy established minimum requirements for OWTS for the purpose of protecting beneficial uses of waters and preventing or correcting conditions of pollution and nuisance. In accordance with the State's OWTS Policy, Sonoma County adopted an OWTS Manual. Sonoma County is currently working on revising their OWTS Manual. This project will gather, develop, synthesize, analyze, map, and report on OWTS-related data in Sonoma County. It will advance our understanding of the opportunities and challenges facing OWTS, especially considering the need to satisfy the new and anticipated OWTS-related regulations. This project is a critical first step toward identifying and implementing the most appropriate, area-specific, wastewater solutions, especially in communities with high densities of septic infrastructure. Proposers will be required to submit any and all questions in writing per the schedule in order for staff to prepare written responses to all consultants. Written answers will be shared with all potential bidders through an addendum on the County's Supplier Portal and email notification. The living wage rate required under the County's Living Wage Ordinance (LWO) has increased. Effective January 1, 2023, the living wage rate required under the LWO shall be $17.25 per hour, an increase over the previous $16.75 per hour. The adjustment was adopted by the County's Board of Supervisors on December 6, 2022, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate. Login to the County of Sonoma's Supplier Portal to view the RFP and all supplemental documents.
