I. PURPOSE The City of Marble Falls ("City") is requesting Statements of Qualifications (SOQ) from qualified firms that wish to prepare a feasibility study ("Assessment") and preliminary market analysis of development opportunities on City-owned property within Marble Falls' downtown district. The assessment will consist of a formal report to the City Council that provides various development proposals and a prospective financial performance analysis. The City is issuing this RFQ per applicable laws that allow an agreement with a private entity that displays demonstrated competence and qualifications to perform the assessment for the City. The City intends to have the selected firm perform the services listed in the scope of services below. The City reserves the right to terminate this process or to cancel or modify this solicitation process at any time. In no event will the City or any of its respective agents, representatives, consultants, directors, officers, or employees be liable for, or otherwise obligated to reimburse, the costs incurred in the preparation of the SOQ or any other related costs. The prospective firms shall be fully responsible for all expenses incurred in preparing and presenting the SOQ submittals. The SOQ submittals will become the property of the City. All proposals shall be subject to the Texas Public Information Act unless the respondent clearly and prominently identifies a particular item as proprietary, and said item unequivocally qualifies for this exception under the Act as determined by the Attorney General. II. BACKGROUND The City of Marble Falls is a growing community in Burnet County, Texas. With a population of approximately 7,500 residents, the City of Marble Falls recognizes the need for a new city hall to accommodate its growing municipal services. The City of Marble Falls owns two buildings and multiple acres of land within its downtown district. The existing municipal buildings, however, are inadequate and inefficient for the City's needs. The City is seeking to hire a consultant to conduct a feasibility study for the development of land, the redevelopment of prime downtown real estate, and the potential of engaging with a private partner to assist with financing a new city hall or any other projects related to the downtown district. III. SCOPE OF SERVICES The following is a preliminary scope of services that may be modified and phased during contract negotiations with the selected consultant. Evaluate, plan, and recommend methods and means for the future city hall. Review current Strategic Plans for the City of Marble Falls. Identify potential private partners who may be interested in partnering with a municipality to construct new commercial buildings or public infrastructure. Assess the economic impact of the project(s) to the City. Develop a comprehensive project plan, including timelines, budgets, and implementation strategies. Attend and prepare presentation materials for public meetings upon request Interested respondents must submit one (1) original (marked "ORIGINAL"), five (5) copies, and a flash drive containing the Statement of Qualifications. Submittals should be clearly marked on the outside. Submittals received after the deadline will not be considered. Electronic transmittals will not be accepted. Questions related to this RFQ should be submitted in writing to Lacey Dingman at ldingman@marblefallstx.gov. Upon submission, SOQ packages become the property of the City of Marble Falls. After the SOQ's are received and evaluated, the City may require one or more of the teams to provide an oral presentation to supplement their statements. Any team invited to interview should be prepared to discuss and substantiate any area of their proposal. The City of Marble Falls is not obligated to grant interviews to any team receiving a copy of this RFQ or submitting a written statement in response to the RFQ. The firm determined to be the most compatible with the goals of the City will be recommended for consideration and selection by the City Council to negotiate and enter a contract for a feasibility study.
