Award Details Contract Award Date: Sep 07, 2023 Contract Award Number: 1333ND23PNB680401 Task/Delivery Order Number: Contractor Awarded Unique Entity ID: Y7MJWGV3BXC1 Contractor Awarded Name: JAMES FISHER TECHNOLOGIES LLC Contractor Awarded Address: Loveland, CO 80538 USA Base and All Options Value (Total Contract Value): $4,040,000.00 The National Institutes of Standards and Technology (NIST) Center for Neutron Research (NCNR) owns and operates a 20 MW Test Reactor. This reactor is known by and licensed under the initialism NBSR, which stands for National Bureau of Standards (NBS) Reactor. NBS changed its name to NIST in 1988 . The NIST requires a contractor to supply all labor and materials to prepare for and execute the replacement of the NBSR Thermal Column Tank (TCT) with a new NIST supplied TCT at their Gaithersburg, Maryland campus. Please see attached Combined Synopsis/Solicitaiton 1333ND23QNB680268 and Attachments A-C for full details. Amendment 01 to Solicitation# 1333ND23QNB680268 May 18, 2023 . The purpose of this amendment is to: a) Extend the questions due date to 4:00 PM ET on June 9, 2023, b) Extend the offers due date to 10:00 AM ET on July 6, 2023, and c) Provide a consolidated list of questions (Q) and answers (A): Q1. Is there an opportunity for a site walk-down A1. Yes, a site visit will take place on June 6, 2023 at 10:00 AM ET. The site visit shall begin promptly at 10:00 AM ET. The site visit will allow Contractors to view the site. Potential Contractors are strongly encouraged to attend the site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Attendees shall convene at NIST, Building 235, Entrance/Lobby Area, 100 Bureau Drive, Gaithersburg, Maryland. Site Visit Security Requirements PLEASE NOTE: Due to the Covid-19 outbreak, the following restrictions apply to the site visit. - Limit two (2) visitors per contractor. - All visitors to NIST campus must, either 1) have a NIST issued badge, or 2) be registered by a NIST employee as a visitor. Visitors must be registered in advance of date/time of visit to NIST campus. - All visitors to NIST campus must follow the safety guidelines located at the link below: https://www.nist.gov/about-nist/visit/nist-visitor-and-contractor-protocols-mitigating-covid19-exposure-nist-campuses Contractors who are planning to attend the site visit shall e-mail their intention to attend to Nina Lin at nina.lin@nist.gov, not later than 9:00 AM EDT on June 5, 2023 (by May 31, 2023 for non-U.S. Citizen attendees), with the following information: Please note: The name being entered below must match their photo identification (i.e. Thomas, not Tom). 1) Company name 2) Names of all individuals attending the site visit (Name must match photo ID presented at visit) 3) Country of Citizenship of all individuals attending the site visit For non-US Citizens, the following additional information will be required: 1) Title 2) Employer/Sponsor 3) Address Failure to register will result in individuals being denied access to NIST, and subsequently, the site visit. It is the sole responsibility of each Contractor to register for the site visit. 2 Contractors must pick up a Visitor's Badge at the Visitor's Registration Center located at the Main Gate (Gate A, off Bureau Drive). Please ensure all individuals bring photo identification or they will be denied access to the facility. Under the REAL ID Act of 2005, agencies, including NIST, can only accept a state-issued driver's license or identification card for access to federal facilities if issued by states that are REAL ID compliant or have an extension. NIST currently accepts other forms of federally issued identification in lieu of a state-issued driver's license, such as a valid: Passport; Passport Card; DOD's Common Access Card (CAC); Veterans ID; Federal Agency HSPD-12 IDs; Military Dependents ID; Transportation Workers Identification Credential (TWIC) Q2. Is there a possibility that this contract could be altered from a firm-fixed-price to another alternative A2. No, the requirement must be fixed price Q3. Is there any current estimates of the radiological conditions of the tank and its surroundings such as radiation levels and radiological contamination levels A3. 5-10 R/hr. Q4. Will the required final packaging of the TCT be in a condition suitable for radioactive waste disposal (CLIN 17) A4. Yes. Contractors who are planning to attend the site visit shall e-mail their intention to attend to Nina Lin at nina.lin@nist.gov, not later than 9:00 AM EDT on June 5, 2023 (by May 31, 2023 for non-U.S. Citizen attendees), with the following information: . The Thermal Column Tank (TCT). On the north end it is a tank filled with recirculating D2O. On the south end it incorporates an 8-inch-thick bismuth slab, which is cooled by the recirculating water. 2. A stack of graphite of approximately 60x60 sq. inch. The stack is 40 inch thick in the direction of the neutron flux. 3. A composite shield that acts as a door to close off the facility when not in use. The door is equipped with steel wheels and can be moved on a track
