The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 24, 2023, at 1:00 PM at the Bureau of Operations Office in Springfield. Phase II engineering services are required to coordinate traffic signals in a corridor, to minimize delays and stops, by developing and implementing optimum signal timings in the field at locations within Districts Six, Seven, Eight, and Nine. The Consultant’s work is anticipated to include accomplishment of one or more of the following tasks for each selected location: • Data Collection: Field collection of traffic counts, turning movements, signal phasing, signal timings, equipment inventory, and other data needed to qualify existing operating conditions and determine signal optimization alternatives. • Data Analysis: Appropriate computer models such as HCS, SIGNAL, Synchro, TRANSYT 7F, PASSER II, and CORSIM shall run on the database for each of the selected locations. Recommendations for optimal signal operation plans shall be generated utilizing the existing signal equipment and with minor recommended equipment enhancements. Engineering judgment shall be used to select the final plan to be recommended for implementation. • Implementation: The approved optimization plan shall be placed in operation and any necessary fine-tuning adjustment shall be made. • Evaluation: A study of the effectiveness of the optimization plan shall be conducted. Benefits shall be estimated in terms of travel delay reductions, fuel savings, and reduction in carbon monoxide emissions. • Recommendations for further enhancements to the optimization plan and/or equipment modifications may be requested for locations where the operation is still unsatisfactory Questions concerning this Bulletin should be directed to: E-mail: DOT.ConsultantServices@illinois.gov Or mailing address: Bureau of Design and Environment 2300 South Dirksen Parkway Attn: Consultant Unit Room 330 Springfield, IL 62764 The Prime firm must be prequalified in the Special Studies (Signal Coordination & Timing (SCAT)) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The method of contractor selection has not been determined at this time.
