The Consultant who is selected for this project and all Subconsultants to the Prime Consultant will be using are scheduled to attend an initial meeting on July 31, 2023, at 1:00 PM at the Office of Programming and Planning Office in Springfield. The Illinois Department of Transportation’s (IDOT) Office of Planning and Programming (OPP) is seeking a consultant with relevant experience to provide technical assistance and support to the High Speed Rail Commission (HSR). IDOT seeks to use this Consultant to: 1. Create a statewide plan for a high-speed rail line and feeder network connecting St. Louis, Missouri and Chicago, Illinois that includes current existing Amtrak and Metra Services, connects with the cities of Rockford, Moline, Peoria, and Decatur, and uses inter-city bus service to coordinate with the rail line. 2. Conduct a ridership study and shall make findings and recommendations concerning a governance structure, the frequency of service, and implementation of the plan. 3. Develop the Annual Report to the General Assembly and the Governor, no later than December 31 of each year; for each year of 2023-2026. PRIOR STUDIES 2004 – Record of Decision (ROD): Chicago to St. Louis 110 - mph: IDOT completed an Environmental Impact Statement (EIS) for the corridor. The EIS included the provision of highspeed rail service, 110-miles-per-hour, along the existing Chicago-St. Louis Amtrak route south of Dwight. Reference: Illinois High-Speed Rail – Chicago to St. Louis. 2009 – Environmental Assessment for a New Second Track: IDOT prepared and submitted an Environmental Assessment (EA) to the FRA and to receive funding in support of a second mainline track between Chicago and St. Louis. Reference: Illinois High-Speed Rail – Chicago to St. Louis. 2013 – 220 MPH High Speed Rail Preliminary Feasibility Study: IDOT sponsored a research team at the University of Illinois, including the Urbana-Champaign and Chicago Campuses, to study the feasibility of 220 mph high speed rail service from O’Hare Airport through downtown Chicago to Champaign-Urbana and on to St. Louis and/or Indianapolis, including engineering, operational, ridership, economic and financial aspects.
