The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 21, 2023, at 10:00 AM at the Office of Programming and Planning Office in Springfield. Illinois is a vital crossroad for the movement of people and goods across the country. With over 147,000 centerline miles, 102.2 billion vehicle miles traveled, and hosting all 7 of the class 1 railroads, the Illinois Department of Transportation (IDOT) has a civic duty to protect the transportation system against current and future disruptions due to climate change. With the passing of the bipartisan Investment in Infrastructure and Jobs Act (IIJA), Illinois saw an increased federal focus on importance of transportation resiliency. The new Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Formula Program allows IDOT to focus funds specifically on transportation assets most vulnerable to extreme weather events now and into the future. The purpose of this solicitation is to secure a consultant to write Illinois’ Resilience Improvement Plan aimed at updating the department’s registry of most critical and vulnerable assets and more importantly how as an agency we can use the latest technology and techniques to mitigate the effects of extreme weather or other hazards on those assets. Specifically, the department is looking for a consultant who will build on previous work found in the 2017 All-Hazards Vulnerability Assessment. Along with updating the list of assets and their level of vulnerability, the department is looking to complete a registry of all IDOT owned bridges and the impact on those assets when applying a 3% and 10% increase over the most current 100-year storm event. In addition to the work outlined above, the department will require the consultant team to work with the IDOT Emergency Management representative to complete a detailed assessment of how to strengthen and protect the state’s evacuation routes. Especially focusing on the most hard-hit c and disadvantaged communities. The below outlined provides a more detailed scope of work.
