Written Question Submittal 05/12/23 5:00 p.m. You are invited to review and respond to this IFB 59A1251, titled Removal and Installation of Public Address (PA)/Emergency Notification Speaker System, Sacramento County. In submitting your bid, you shall comply with the instructions found herein. In addition to those programs and preferences that are specified in this solicitation, Prospective Contractors are encouraged to consider programs and preferences that are available, such as those for the use of small businesses, disadvantaged businesses, disabled veteran businesses, and other businesses covered by State and Federal programs and preferences. As required by Executive Order S-02-06, the California Department of Transportation (Caltrans) is committed to meeting the State's twenty-five percent (25%) Small Business (SB) participation goal. Certified SBs, Micro Businesses (MB), SBs for the purpose of Public Works (SB-PW) and Contractors willing to commit to subcontracting a minimum of twenty-five percent (25%) of their net bid price to certified SBs, or MBs (if applicable) are encouraged to submit bids. See Section D, Special Programs, Item 1, in this IFB for requirements. A Disabled Veteran Business Enterprise (DVBE) goal is not required, but DVBE participation is encouraged, and a DVBE incentive may apply to this IFB. Contractor agrees to provide to the California Department of Transportation (Caltrans) Public Address/Emergency Notification System services as described herein. Contractor shall furnish all labor, materials, equipment, permits, fees, taxes, travels, and incidentals, necessary to repair, replace, and install audio speakers for Public Address (PA)/Emergency Notification System at the TransLab campus. 2. The services shall be performed at Caltrans TransLab Materials Testing campus located at 5900 Folsom Boulevard, Sacramento, CA 95819. 3. Any reference to Caltrans Contract Manager shall also include his/her designee. 4. This Agreement will commence on June 1, 2023 (est.), or upon approval by Caltrans, whichever is later, and no work shall begin before that time. This Agreement is of no effect unless approved by Caltrans. Contractor shall not receive payment for work performed prior to approval of the Agreement and before receipt of notice to proceed by Caltrans Contract Manager. This Agreement will expire on May 31, 2024 (est.). The services shall be provided during normal business hours, Monday through Friday from 6:00 a.m. to 4:00 p.m. Work will not be authorized after hours, weekends, or on State recognized holidays without prior approval from Caltrans Contract Manager.
