The proposal is for the construction of a new 4-lane synthetic surface running track at John Sedgwick Middle School. The track area is 20,900 square feet and includes a high jump area and long jump area bringing the total synthetic track surface area to 23,600 square feet. The total disturbed area Is 1.85 acres. The site is outside the urban growth area but within the census urbanized areas for critical drainage. Kitsap County GIS data shows a non-fish bearing stream across the property. However, there was a Stream Delineation Report prepared by Harris Environmental dated August 16, 2022 submitted. The report concluded, the stream was a mapping error and no stream exists on the parcel. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, and Title 12 Stormwater. This information is available to the public on request. This DNS is issued after using the DNS process in WAC 197-11-340. The lead agency will not act on this proposal for 14 days from the date below.Comments must be submitted by March 29, 2023. COMMENTS: 1. The SEPA comment period previously occurred concurrent with the Notice of Application sent out on February 24, 2023. No comments were received. CONDITIONS: 1.
