The City of Morgantown, West Virginia, hereinafter referred to as the "City," currently is administering a HUD Community Development Block Grant Program (CDBG). In accordance with the Federal Procurement Regulations found in 2 CFR Part 200.319, which establishes standards for the procurement of property and services involving the expenditure of Federal Funds, the City hereby requests written proposals from qualified individuals and planning consulting firms to provide professional services in the design, planning, and implementation of the City's FY 2023, 2024, 2025, 2026, and 2027 CDBG Program, as well as other community development and housing activities, assuming CDBG funding is appropriated and funds allocated during this period. The objective of this competitive process is to select a firm that will provide the highest quality of work at a reasonable fee. The City of Morgantown will evaluate submitted proposals based on criteria set forth in the RFP document and will select firms deemed the best qualified to perform services. Firms will be ranked accordingly. The City will then enter scope and fee negotiations with the highest ranked firm. Should the City be unable to reach an agreement with the highest ranked firm, negotiations will begin with the second ranked firm and so on. All qualified proposers will receive consideration without regard to race, religious creed, color, sex, age, disability, ancestry, or national origin in the contract award. Women Owned (WBE) and Minority Owned (MBE) business enterprises are encouraged to respond.
