Renovation of a fire / police facility in Toledo, Ohio. Completed plans call for the renovation of a fire / police facility.

Toledo Department of Fire and Rescue is soliciting bids for the replacement of Fire HQ/Station #1s roof according to relative RFQ. Ensure said bids factor in a total project completion time of 90 days from date of issued Purchase Order. Question Deadline May 25, 2023 at 4:00 PM Start/Delivery Date:Start upon Issued PO and completed 90 days thereafter. Project Duration:90 days In order to be responsive, all bids must have the following with submittal: Project Paperwork Line Items - will auto-populate with e-bid Bid Guaranty (bid bond or certified check / cashiers check on a solvent bank) Signed Contract by the Vendor Child Support Affidavit Bureau of Workers Compensation Certificate Tax Exemption Certificate Insurance Certificate, naming the City of Toledo as an additional insurer If using a check as the bid guaranty, the check must be scanned and uploaded with your bid. In addition, the check must be received by the Division of Purchases and Supplies no later than the due date and time to be deemed responsive. No Company / No Personal checks will be accepted. Checks shall be made payable to City of Toledo. If your company does not provide a bid guaranty, your bid submittal will be deemed non-responsive. (TMC 187.09) Prevailing Wages are required for this project. It is the obligation of a contractor or subcontractor to make payment in accordance with the prevailing wage determinations Type of Award- Lump Sum Bids for this project can be accepted electronically. SCOPE AND SPECIFICATIONS The Contractor shall provide all the necessary engineering, material procurement, management, labor, materials, tools, equipment, supplies, components, permits and disposal to successfully complete the replacement of HQ/Station1's roof according to Scope of Work description and requirements listed below to the City of Toledo's satisfaction. Ensure bid submissions factor in a total project completion time of 90 days from date of issued Purchase Order. Scope of Work (includes all low-slope roof areas on the building. including canopy roofs): o Contractor responsible for the measurements, core tests, and pull tests necessary to complete the project scope of work. o Contractor shall remove and properly dispose of all existing roofing materials down to the concrete roof deck. This includes the removal and disposal of all sheet metal copings, fascia, gutters, and downspouts. o .Contractor shall install a tapered polyisocyanurate insulation system to slope water to the roof drains, scuppers, and gutters. The slope of tapered shall be 1/8" perfoot and the average R-value shall be R25. Only exceptionsshall be on the canopy roof areas, where the tapered insulation can start at 1/2 " thickness. o Contractor shall install a FULLY ADHERED, 60 mil, reinforced PVC membrane roof system on the deck and perimeter wall flashings. o Install curb flashings on any existing roof curbs per manufacturer specifications. Install stack flashings around allstack penetrations, back seal boot and use a stainless-steel clamp to seal off the top of the stack, per manufacturer'sspecifications. The contractor shall coordinate with Toledo Fire & Rescue Department regarding the removal of any curbs, stacks, or anything else on the roofthat are no longer being used, and deck in the roof deck properly after the removal of any roof curbs or stacks. The contractor will need to coordinate with theHVACcontractor regarding the new unitsthat will be installed at the same time asthe roof installation. o Contractorshall remove and dispose of the existing roof hatch, along with the curb for the hatch. The contractorshall install a new 30" x 36"Bilco roof hatch with a curb in the same location over the existing fixed ladder. The contractor shallflash the new hatch curb with a membrane flashing and terminate with a backer rod detail per manufacturer specifications. o For existing drains, the contractor shall terminate the membrane into the existing plumbing per manufacturerspecifications. o For any thru-wall scuppers, the contractor shall install vinyl-coated metal scuppers and terminate per manufacturerspecifications. o For any base wall flashing, the contractor shall cut out and remove the existing counterflashing. The contractorshall fully adhere the parapet flashingsto go up to the same height asthe existing flashing. Terminate the flashing with a termination bar andtheninstall a new 1-pc counterflashingmade of 24- gauge steel in the same colorselected for the edge metal, per manufacturer specifications. Where possible, the contractor shall cover the entire wall with membrane instead of doing a low termination. o For existing fascia conditions, the contractor shall run themembrane over the edge and terminate the new membrane with 5"2-piece fascia (24-gauge cover, standard Kynarfinish selected byToledo Fire & Rescue Department) per manufacture specifications. . o For perimeter parapet walls, the contractor shall remove and properly dispose of all sheet metal coping caps. The contractorshall fully adhere the parapet flashings to go up and over the wall. The contractor shall terminate the new membrane parapet flashings with a 5"2-piece compression edge (24-gauge cover,standard Kynar finish selected by Toledo Fire &RescueDepartment) per manufacturer specifications. o Contractor shall install a new walkway pad at the roof hatch, and two onthe serviceable side of each unit that requiresregular maintenance. For the purposes of this project, please estimate 35 LF of walk pads for this project. o Upon completion, the roof system manufacturer shall inspect all work complete, and issue a 20-year NDL, labor & material manufacturer warranty to Toledo Fire & RescueDepartmen The Parties agree to a goal of 15% Minority workforce who are qualified to perform work on the construction of the Project in order to meet the Owner’s stated inclusion goals and objectives.
