The Metropolitan Transportation Commision (MTC) is seeking proposals from qualified firms to provide professional engineering services for the development of the Alameda/Contra Costa I-80 HOV Access Restrictions and HOV Hours of Operation Project. Consultant shall: o Implement HOV access restrictions along the existing eastbound and westbound HOV lanes on the corridor. The HOV lanes would be segmented into restricted and open access based on safety and operational considerations. The exact limits of the restricted access segments will be determined during project development pending a detailed traffic analysis and design refinement. o Analyze and implement a change to the HOV lane hours of operation along both directions of I-80 Corridor, potentially including mid-day and weekend operations, in addition to the current operating hours of Monday through Friday between 5:00 AM and 10:00 AM and between 3:00 PM and 7:00 PM. The analysis and implementation will cover HOV lane hours of operation at Bay Bridge Toll Plaza and its approaches along I-80, I-580, I-880, and West Grand Avenue. Furthermore, HOV lane hours of operation at Carquinez Bridge will also be considered. The precise physical limits and time periods of the policy change will be determined through the project development analysis. An RFQ for the I-80 Localized Transit Priority Strategies Project will be released separately. C. Timeline The projects have varying timelines. MTC expects the work to commence in Quarter 4 2023, and to be completed as follows: o Alameda/Contra Costa I-80 HOV Lane Access Restrictions Project: Quarter 2 2027 o HOV Hours of Operation Project: Quarter 4 2025 BUDGET: MTC has not yet defined a budget for this project. FUNDING: This project will be funded in whole, or in part, with federal funding from Congestion Mitigation Air Quality Act (CMAQ). As such, Disadvantaged Business Enterprise (DBE) Program requirements may apply to this procurement. . Background Interstate 80 (I-80) in Alameda and Contra Costa Counties is consistently amongst the top congested corridors in the Bay Area. It serves as a key Bay Bridge commute corridor, connecting housing in the North and East Bay and jobs in San Francisco. This corridor is heavily used by carpools and express buses during commute hours. As part of the Bay Bridge Forward Program, MTC is working with its partners to deliver a suite of nearterm and low-cost operational efficiency projectsto improve transit and carpool operations, reduce delays, and serve more people in fewer vehicles. As part of the Bay Bridge Forward 2020 projects, MTC conducted the Alameda and Contra Costa I-80 Design Alternatives Assessment (DAA), to identify and evaluate a range of operational improvements and demand management strategies with a focus on improving higher occupancy modes of travel such as buses and carpools. The DAA evaluated the I-80 corridor between the Carquinez Bridge in Crockett and the San Francisco-Oakland Bay Bridge (SFOBB) in Oakland and recommended the following 2023 projects to be advanced further into project development: o Alameda/Contra Costa I-80 HOV Lane Access Restrictions Project o HOV Hours of Operation Project o Alameda/Contra Costa I-80 Bus on Shoulder Project o I-80 Localized Transit Priority Strategies Project
