Site work, new construction and renovation of a fire / police facility in Sioux City, Iowa. Conceptual plans call for the construction of a fire / police facility; for the renovation of a fire / police facility; and for site work for a fire / police facility.

The Police Department Training Center was built in 1985. The training center building needs updating and repairs. The Training Center hosts classes that Sioux City officers attend along with officers from numerous communities. The building is also used for Citizen and Youth Academies. Currently, the building does not reflect on the professionalism of the city nor the police department and can be a safety hazard to those utilizing the building. The bathrooms are original and need repairs. The floors have loose and stained tiles which creates tripping hazards. The toilets and urinals are not commercial grade and leak causing the water to run continuously. Employees are tasked with making frequent repairs to the toilets and sinks. The request is to remodel both the men's and women's bathrooms at the training center. The remodel would include installing commercial grade toilets and urinals, replacing the flooring, toilet stalls, lighting, sinks and countertops. The theater classroom in the training center has a rear door that is rusted. The back wall by the door has some mold on it. The wallpaper is ripping and coming off the walls in several sections. The wallpaper needs to be removed and then the walls need to be textured and painted after the mold is removed. Also, the outside door needs to be replaced. Currently the Sioux City Police Department stores vehicles and other large items kept for evidentiary purposes at the Police Training Center in an outside fenced in location. By keeping evidence outside it is not fully secured and can be damaged by weather and animals. This fenced in area is not always feasible and can become full of vehicles. Therefore, sometimes vehicles are not placed in the fenced in area. These vehicles outside of the fence are then accessible by anyone at the training center including nonpolice department individuals, because of this chain of evidence is not followed. Therefore, the department is not in compliance with CALEA accreditation standards and basic rules for evidence. The current building used by the Police Department to store vehicles and equipment at the Training Center was built in the 1940's. This building is deteriorating and in need of vast repairs. The building has a concrete floor that is deteriorating. The cost of repairs would be similar to those incurred by constructing a new building. Even with repairing the current building, there is not enough room inside to store evidentiary vehicles and items. Thus, the chain of custody issues would still exist. To alleviate these issues the Sioux City Police Department would like to construct a new Morton type building at the police training center. The building would be approximately 90 ft by 50 ft. The building would have two sections. The rear section would be unheated and uninsulated. It would consist of approximately 8 garage bays and would be built very similar to a storage unit. This area would be used to store any large evidentiary items such as vehicles or equipment. Each item/vehicle would be stored separately, and this would allow proper chain of evidence. The front half of the building would be heated/cooled and insulated. It would be used as a shop/storge space for training center vehicles which include a tractor, 2 mowers, 2 trailers, a truck, and a utv. The area would also serve as a storage area for small tools and equipment along with some office space. Building expenditures listed above include all building costs such as concrete, materials and labor. This project is included in the fy 2024-2028 Capital Improvement Program.
