Construction of 11th Street between Grandview Boulevard and Douglas Street. Several transportation plans for Sioux City have identified the need to connect 11th Street between Grandview Boulevard and Douglas Street. The 11th Street public right-of-way was previously vacated and leased to Bishop Heelan High School for a driveway and off-street parking. With the recent demolition of the former high school, we now have the opportunity to re-connect 11th Street. The 11th Street connection would provide an east/west transportation connection from Hamilton Boulevard to Lewis Boulevard. There are currently no agreements with the adjacent property owner to cost share for the construction of 11th Street. The City Council could choose to assess construction costs to the adjacent property owner. The adjacent property owner does have an existing underground pedestrian tunnel and off-street parking within the 11th Street corridor that will need to be removed and those costs will need to be shared with them. This project is included in the city's fy 2025-2029 Capital Improvement Program. As of March 5, 2025, further details regarding construction and completion timelines have not been identified. *Project information has been obtained through a public capital improvement plan (CIP).
