create a roster of firms to provide engineering and/or grant administration services for Public Works bridge and culvert projects within the Lewis and Clark County jurisdictional area. The County will utilize the selected firms to serve as on-call engineers for professional engineering and/or grant administration over a five-year period for related activities associated with bridges and culverts beginning November 1, 2023. Desired services may include the following: planning, preliminary engineering, final design, surveying, construction administration, construction oversight, load ratings, grant writing and/or grant administration. The agreement and payment terms will be negotiated with the selected offerors. The County will review SOQs according to criteria as stated in the full RFQ Lewis and Clark County reserves the right to reject any responses deemed unqualified, unsatisfactory, or incomplete. SOQs become the property of Lewis and Clark County
