The City of Escalon seeks proposals from qualified consultants or consultant teams to complete a housing element update, related rezoning and all necessary environmental review as required under State law, in a manner consistent with the Regional Housing Needs Allocation 6 (RHNA 6) planning period (2023-2031). The City of Escalon is located in California’s Central Valley. It is an attractive city of 7,264 persons in a productive area of San Joaquin County. The City is surrounded on all sides by scenic agricultural land and open spaces. Escalon boasts a low crime rate, an award-winning school district, quality residential homes and a quaint, 1920’s era downtown. While the City is primarily built-out, there are many on-going projects, ranging from residential additions to commercial tenant improvements to large-scale construction of new commercial buildings.
The existing second 5th Cycle Housing Element was adopted by the City Council and certified by the State Housing and Community Development Department in 2019. Successful certification of the 6th cycle Housing Element by the deadline would put Escalon back in the 8-year cycle. The City is seeking a knowledgeable and creative consultant or consultant team to prepare the update of the City’s existing Housing Element in conformance with the State of California’s mandated 6th Cycle Housing Element Planning Period (December 31, 2023 to December 31, 2031), provide support related to any required rezoning (optional task if necessary), and prepare any required environmental reviews analyses and/or environmental review documents as required under State law. Questions will be accepted through May 19, 2023.
