Bidders shall be solely responsible for the delivery of their Submission using MERX EBS by the Closing, in accordance with the Instructions to Bidders. Only Contractors[1] who possess the following experience and qualifications will be considered for award of this Contract: The Proponent should demonstrate its experience in performing work similar in scope, complexity and estimated value as the Scope of Work stated in this Request Document, by including a detailed description of the Corporate Firms qualifications and experience including but not limited to: The necessary resources to complete the design sustainable, cost-effective; able to meet the schedule and complete the Work to the satisfaction of Metrolinx; Years of experience in heavy rail main-line maintenance and inspection; Track Inspection / Maintenance: 10 years of experience in heavy rail main-line maintenance and inspection; Signals Inspection / Maintenance: 10 years of experience in-house signals group (core team not subcontracted); Rail Flaw / Geometry Inspection / Testing: 5 years of experience in reviewing geometry and rail flaw testing results and implanting necessary corrections Flagging: 5 years of experience in providing railway flagging services on main-line track. Qualifications and Training matrix, Rules and Safety violations; and performance of Proponent from the perspective of on-time train service. Working within active rail corridor and interface with rail operations, flagging, RTC, CROR; Proven skills and abilities to effectively diagnose and repair track, signals, and right-of-way infrastructure, including ability to inspect track at night; Proven skills and experience in data collection and analytics; and Proven skills in scheduling, work planning and risk assessments; and Performance from the perspective of on-time train service. Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
