SOLICITATION NUMBER: W912DW-23-R-0023 TITLE: Unaccompanied Enlisted Personnel Housing (UEPH) Barracks LOCATION: Joint Base Lewis McChord (JBLM), Washington FSC CODE: Y1FC NAICS CODE: 236220, Commercial and Institutional Building Construction ISSUE DATE: on or about 5 September 2023 RESPONSE DATE: on or about 5 October 2023 UNRESTRICTED Construction for the Unaccompanied Enlisted Personnel Housing (UEPH) Barracks, located at Joint Base Lewis McChord (JBLM), Washington. FOR INFORMATION ONLY: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this SYNOPSIS should be submitted in writing via email to the Contract Specialist as noted below. The United States Army Corps of Engineers (USACE) Seattle District anticipates solicitation and award of a Firm-Fixed Price contract resulting from Request for Proposal (RFP) W912DW-23-R-0023. This requirement is to construct of two new three-story barracks at Joint Base Lewis McChord (JBLM), Washington. This Request for Proposal (RFP) is available to all business firms with active SAM registration under North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building Construction. In accordance with DFARS 236.204, construction magnitude is estimated to be in the range of $25,000,000 to $100,000,000. 100 percent payment and performance bonds will be required. The construction of two three-story barracks. The primary facilities include living and sleeping quarters, baths, storage, service areas, information systems, fire protection and alarm systems, Energy Monitoring Control Systems (EMCS) connection, and cybersecurity measures. Sustainability and energy enhancement measures are included. Supporting facilities include site development such as demolition, utility connections, electrical power, telecommunications, streetlights, pedestrian lights, site lighting, street paving, road improvements, parking, sidewalks, curbs and gutters, potable water, stormwater, wastewater, information systems, landscaping, signage, and a sport court. Heating and air conditioning will be provided by a self-contained system utilizing the base's available energy utilities. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required. The UEPH will be occupied by able-bodied soldiers; therefore, access for individuals with disabilities will be provided only in the lobby area. Facilities will be designed to a minimum service life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.
