RFP- District 4 Regional Park Feasibility StThe Riverside County Regional Park and Open-Space District is seeking proposals from parties qualified to conduct a deliver a feasibility study to the Riverside County Regional Park and Open-Space District which will be conducted by a neutral third-party consulting firm with experience in the area of public lands development and park operations. The study will assist RivCoParks to determine a realistic and documented need to support the possible development of a regional park facility in the County of Riverside, District four (Attachment D, Exhibit 1). This will be accomplished through the completion of a Market Needs Assessment, Feasibility, and Community input and participation. The intent of RivCoParks is to review and assess the RFP responses to determine if the response from solicited consultants can meet the needs of the proposed Scope of Work. The project Objectives are: Acknowledge and build upon prior efforts to develop a Regional Park Facility in District 4 in Riverside County. Rank four (4) sites identified by provided APN's Establish County-wide Stakeholders Group and area-specific, community-based stakeholder groups. Formulate a stakeholder-based Project Elements package for each of the conceptual planning areas Articulate regional enforcement and education outreach goals for each of the areas Identify environmental constraints and concerns for each of the areas. Accomplish site specific concept planning and conceptual design. To recommend sustainable funding models, including examples currently in operation Conduct an economic analysis for each site to identify costs and revenue(loss). To identify opportunities for public-private participation. Maintain objectivity throughout the planning process. Consultants are expected to provide their best and most competitive proposal.udy
