Renovation of a military facility in Hampton, Virginia. Completed plans call for the renovation of a military facility.
Stabilization Repairs Quarters 1 - A. The primary effort of this project is to stabilize Quarters No.1 and preventing any further damage caused be deterioration of the structure. including, but not limited to, interior and exterior repairs as described in this performance work statement (PWS). B. The principal components of the project to be performed under these specifications at Quarters No.1 include; Repair/replace deteriorated sandstone steps east entrance, Repair/replace deteriorated sandstone steps west entrance, Repair iron handrails, Main entrance (East) exterior stair, Repair iron handrails, solarium (West) entrance exterior stair, Reset displaced pilaster column, Repoint North and South brick chimney of the main structure, Install temporary railings at first and second floor porches, Repair and restore copper rain gutter system, Restore attic louvered vents and surrounding frames at the south end chimney, and Repair and installation of a kitchen window and framing. Each feature will be described in detail in 4.0. C. The Offeror will submit a Line-Item tasks bid from the Base List of tasks and Optional Tasks Items List in paragraph 4.0.D.3. PROCUREMENT TYPE: The Government anticipates awarding a single firm-fixed price contract to meet this requirement. This firm-fixed price contract will be awarded using best value LPTA as the source selection process in accordance with FAR Part 13 Simplified Acquisition Procedures. SET-ASIDE TYPE: This is a competitive total small business set-aside acquisition. All responsible sources may submit an offer for consideration in accordance with these and other terms and conditions of the anticipated solicitation. NAICS CODE: 236220 Commercial and Institutional Building Construction with a small business size standard of $45M. MAGNITUDE: In accordance with FAR 36.204, the project magnitude is estimated to be between $100,000 and $250,000. DURATION: The contract performance period is expected to be 90 calendar days from notice to proceed. ADDITIONAL INFO: Vendors are required to have a Unique Entity ID (UEI) and an active registration in SAM, System for Award Management (https://sam.gov/) in order to conduct business with the Federal Government. Online Representations and should be filled out in https://sam.gov/. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. 1. Square Tuscan rusticated Brick Pilaster (Eastern Elevation) - Believed to have been added in the early 1880's, the Queen Anne style facade was added to Quarters No. 1 as part of a large fort-wide repair project. Wooden columns were added to the Main floor and the Second floor as porch supports. On the ground floor of the building, Square Tuscan rusticated columns and pilasters were added to support the two full-width porches above. These columns and pilasters are made of brick and skim coated with a concrete like material, then painted white. 2. Kitchen Wing North Chimney (Northern Elevation) - Quarter No. 1, built in 1819 has 4 chimneys original to the main structure and one in the Kitchen Building was believed to have been built in 1823, a separate structure at the north end of the building, until it was connected to the main house as an extension of the North Wing in late 1880's to the mid 1990's. The Kitchen Building has one chimney at the north side of the building. The chimney's bricks are laid in Flemish bond. The kitchen chimney requires repointing to stabilize the bricks. Repoint the bricks joints with like lime mortar and match joint profile and color to the existing chimney. 3. Second Floor Patio Railing and Panels (Eastern Elevation) - Believed to have been added in the early 1880's, the Queen Anne style facade was added to Quarters No. 1 as part of a large fort-wide repair project. Wooden columns with handrails and ornate balusters and were added to the Main floor and the Second floor as porch supports. 4. West and South elevations gutter systems (Western Elevation) -The original gutters were replaced in 1959 with 40-pound tin and 16-ounce copper. The gutters are a K-style profile with leader heads were transitioning to round downspouts. The priority will be to repair existing gutters and downspouts with like materials and color as necessary and where needed, replace missing sections with like materials and colors. Seal all joints with solder to prevent further damage to the structure. There is approximately 10-feet of copper gutter that needs to be installed and approximately 2- feet of 6-inch diameter copper downspout. 5. Main House Attic Gable Vents - An original feature of the 1819 construction of the house, 1/4 round attic gable vents were installed in the brick wall south and of the house on either side of the chimney. The vents are constructed of wood with 11 wooden louvers in eachvent, to prevent birds from entering the attic. Remove the gable vents and repair as required to maintain the historic significance of the building. Replace the missing louvers with like materials and match the profile of the existing louvers. Paint with exterior grade paint, matching the existing color.
