Site work and renovation of a mixed-use development in Pomona, California. Completed plans call for the renovation of a educational facility; and for site work for a water / sewer project.
Trustees of The California State University are requesting Statements of Qualifications (SOQ) from interested and qualified design-builders (Respondents) to provide design, preconstruction, and design-build construction services for the above-named Project. The Trustees will select a design-build team consisting of a general contractor and architect (Design-Builder) using a two-step process: (1) this Request for Qualifications (RFQ) from which Respondents may submit SOQ to the Trustees, and (2) the Request for Proposals (RFP) which the Trustees will issue to the shortlisted firms. A technical review committee shall review the respondents' SOQ and, based on the criteria identified in the RFQ, the committee shall select no more than five finalists to receive the Request for Proposals. Selection of the winning Proposer will be based on qualifications and proposed fees (a design competition is not utilized). Collaborative Design-Build is a two-phased delivery process: Design Phase and Design-Build Phase, and the Trustees will issue a separate contract for each phase.The Project consists of: 1. The Direct Construction Cost Budget is approximately $65,000,000. An updated budget that will be used as the basis of the fee proposal will be established in the RFP. 2. Substantial completion for the Phase 2 agreement is April 8, 2026, the delivery date of the NSMV. 3. The Project generally will consist of: a. The US Maritime Administration is building five new ships (NSMV). These will be berthed at the five public maritime academies, including Cal Maritime Academy, in Vallejo, for use as a training ship when not needed by FEMA. The Boat Basin & Pier Extension project enables mooring of the NSMV and associated support elements for operations. The project has six main components: causeway and pier, small vessel boat basin, marine logistics yard, utility upgrades, demolition, and replacement of the existing breakwater and two modular buildings. The current causeway and pier will be expanded and strengthened or entirely replaced as required for the larger NSMV, including upgrades to the trestle, boat basin, addition of mooring dolphins, dredging, and upgraded utilities to support these elements and activities. b. The marine yard will be expanded by removing/relocating several smaller facilities and increasing servicing the existing paved parking area. c. Upgrades to shore power transformer, switchgear, domestic water supply, fire protection system, sanitary wastewater, and cable management systems. Relocation and rerouting of the dock boiler, gas supply, and metering and sitewide lighting upgrades. d. The project may include alternates, such as the addition of retaining walls to increase the marine yard, which may be included in the RFP and incorporated into the project during phase 1 as part of programing and validation process as determined to most efficiently make use of the allowable budget. e. Design-Build Team may be allowed to self-perform some or all the work if determined by the Trustees that the self-perform work is in the best interest of the project and if the Design-Build Team is qualified to perform the work.
