Site work and new construction of a service station / car wash facility in Los Altos Hills, California. Conceptual plans call for the construction of a service station / car wash facility; and for site work for a service station / car wash facility.

The City of Los Altos was awarded a Silicon Valley Clean Energy (SVCE) sponsored Decarbonization Demonstration Grant for the design, procurement, and construction of the Energization Station. Los Altos is looking to electrify its vehicle fleet to reduce fossil fuel dependence, meet Climate Action Plan goals, and provide unique electrification education opportunities for the community. The Energization Station will provide six initially publicly facing Electric Vehicle Charging Stations (EVCSs) that will eventually be used for City Fleet at night. The outdoor space to be located within the Los Altos Civic Center will also feature energy-generating workout equipment that, when used, will be wired to slightly offset the energy required for the vehicle charging. The area will also include a solar charging table, tables, chairs, and whiteboards for community members to work, study, relax, or exercise. More information on the proposed energy demonstration center can be found in Attachment 3. The City of Los Altos is soliciting proposals from qualified Consultants to provide professional services for developing electrical plan set sheets and electrical specifications and project support. The electrical plan set sheets, details, and specifications shall be created in cooperation with City staff's development of the civil site plan and project contract. The Consultant shall provide a Professional Electrical Engineering stamp of the electrical plan sheets and electrical contract components for bid documents. The Consultant shall also be available for electrical project support, including, but not limited to, response to bid questions, electrical submittal review, electrical contractor questions, and meetings with SVCE, electrical vendors, utility companies, and other stakeholders to collect necessary information for the development of required submittals. The successful consultant or consulting team shall be qualified to prepare electrical plans and specifications and possess a Professional Electrical Engineering Licensure. The required services and performance conditions are described in the Scope of Services. The City will evaluate each of the consultants' qualifications and will conduct interviews, if needed, with the consultants that demonstrate the best qualifications for the proposed services. From this evaluation and the possible interviews, the City will select a consultant and negotiate a fee for the services delineated in the RFP. The Consultant must be ready to execute a standard Agreement for Consultant Services (see draft in Attachment 2) within ten (10) days of the award of the project. The Consultant will be required to maintain insurance coverage for Personal Injury and Worker's Compensation, with the City of Los Altos named as "Additional Insured." The City will also require Professional Errors and Omissions insurance acceptable to the City Attorney Not-to-exceed fees should be listed in the Fee Schedule for each task of the project. Payment for work completed will be based on progress to date for each task as described in the Scope of Services. The Consultant should include costs for attending meetings, providing training to City's staff, site visits, travel expenses, and all other project-related expenses, such as delivery services, printing costs, etc., in the fees submitted for each task. The Consultant shall also provide the consultant rate schedule to be used throughout the project.
