Renovation of a multi-residential development in San Francisco, California. Conceptual plans call for the renovation of a multi-residential development.

Five Keys Schools and Programs ("Five Keys" or "Sponsor") is issuing the following RFQ/P for the General Contractor for a renovation construction project in 835 Turk St, San Francisco, CA 94102. The Sponsor intends to make a provisional selection of General Contractor to work on 835 Turk Street through this RFP. The Sponsor seeks an General Contractor with experience in affordable housing and multifamily rehabilitation projects, as well as capacity to actively provide input on value engineering/construction efficiencies and consultant selections. It is expected that the selected General Contractor will work collaboratively with the Sponsor and other development team members to achieve a project design that is sensitive to the funding available for the project. 835 Turk St is a 6-story, Type 1 building, comprising 114 residential units, that is currently housing legacy tenants as well as formerly homeless individuals. The building includes a ground floor entry lobby with office space, resident laundry and resident parking. Additional parking is located in the basement level as well as storage space and the boiler room. The building is serviced by (2) elevators that were retrofitted in 2020. The second floor has a community kitchen and communal gathering space. Residential units are located on Floors 2-6. The units serve formerly homeless and income-eligible adults over aged 18 years without the custody of minors below 18 years of age. Building envelope restoration and waterproofing Reconfiguration of main entrance and lobby for accessibility Common area remodeling and modernization to provide service provider office, administrative and manager spaces Full SFBC 11b accessibility upgrades including creating 5% mobility units and 2% communication units. Hydronic heating refurbishment Electrical refurbishment Remodel of existing community kitchen and addition of new one so that all residents may have facility to prepare meals Addition of air filtration per Health Code 38 Ventilation improvements Unit updates and upgrades Conversion of existing hotel commercial laundry to residential use Seismic strengthening Isolate elevator lobby and main stair for fire safety Professional services begin with the Concept Design phase through the Construction Administration Phase. Respondents must acknowledge these services are to be performed together with other parties involved in the Projects. Additionally, these services must be consistent with applicable standards of professional care and credentials. Phases include: A. Refinement of the Concept Design B. Schematic Design C. Design Development D. Construction Documents Packages, once the Site Permit is issued it is anticipated that the project will be permitted through the City of San Francisco's Priority Permit Processing for 100% Affordable Housing. E. Bidding and Permit Coordination F. Construction Administration Services A 10% ratings bonus shall be applied to LBE's proposed as the General Contractor; or Joint Ventures - A Rating or scoring Bonus will be added to the total proposal score and the total interview score (for the firms selected for an interview) in the following breakdown: o (1) five percent (5%) to a Joint Venture with LBE General Contractor participation that equals or exceeds thirty-five percent (35%) but is under forty percent (40%); o (2) seven and one-half percent (7.5%) to a Joint Venture with LBE General Contractor participation that equals or exceeds forty percent (40%); o (3) ten percent (10%) to a LBE prime consultant or a Joint Venture among LBE General Contractor professionals. The Ratings Bonus shall apply to each stage of the selection process, including proposals and interviews.
