The City of Laguna Beach (CITY) invites qualified consultants to submit proposals to provide professional design services for Fire Station #4. The City recently acquired a property located at 31796 Coast Highway. The site contains an existing dentist office and parking lot. The site will be redeveloped to accommodate a new fire station to replace the existing Fire Station #4 which is located a short distance away from the proposed site. The CITY is requesting proposals from qualified firms to develop site concept plans, preliminary plans, obtain all necessary permits and approvals, and develop final construction drawings for the development of the site and construction of the new fire station. The station will need to include living quarters, three apparatus bays, and an exterior public restroom within an approximately 9,250 sf, two-story (26 feet including roof) building. A surface parking lot would need to provide at least 10 parking spaces, including one van-accessible ADA-compliant space, for staff and visitor use. At least one parking space shall be equipped with an electric vehicle (EV) charger. Secured bicycle parking facilities shall be available for fire station employees on site. The station is expected to house three full-time fire fighters and two ambulance operators. Additional sleeping area shall be provided for surge staffing in case of emergencies. The fire station must also include an emergency backup generator. The station shall include two driveways, one on Coast Highway and one on 5th Avenue. The Coast Highway driveway would provide employee vehicle ingress and egress (right turn only egress) and fire engine and paramedic truck ingress. Fire engines and paramedic trucks would exit the site via the 5th Avenue driveway. The project development shall also include Fire station priority signal lighting on Coast Highway. All questions related to this RFP shall be in writing and directed to Thomas Perez, Assistant Director of Public Works, at tperez@lagunabeachcity.net no later than 5:00 PM, Tuesday, May 30, 2023. Questions received after this date may not receive a response from the CITY. Responses to all questions received by the deadline above will be provided to all interested firms by 3:00 PM, Thursday, June 1, 2023.
