The City of Hazleton expressly reserves the right to accept or reject any or all bids or to waive any informalities in the same Each bidder must deposit with his/her proposal a bid security in an amount equal to at least 10% of the Base Bid. Said security shall be in the form and subject to the conditions given in Section 20 of the General Provisions. No bidder may withdraw his/her bid within 120 days after the actual date of the opening thereof. Successful bidders, must enter into the Agreement and furnish a Contract Bond and evidence of required insurance with fifteen (15) days after notification acceptance of such proposals, all as more specifically required in the Contract Documents. Wages as predetermined by the US Secretary of Labor and Industry and included in the specifications and contract documents and/or addenda thereto shall be used by the CONTRACTOR in paying labor in connection with the work under this contract. All work under this contract shall be subject to the regulations contained in Division 8 of the Project Manual. The project consists of reconstructing the existing Terminal and Transient Aprons at Hazleton Regional Airport. The existing aprons are in need of repairs in several areas due to significant cracking and deteriorated pavement. This can lead to damage to Aircrafts and the Airport property which creates an unsafe environment. The Project includes the complete reconstruction of the Terminal Apron area from the existing Terminal Building, past the new Olympus Air Hangar, and extending to the east to the end of the Apron. The tie-down aprons on the south side of the parallel taxiway will be reconstructed also. The Pavement Condition Index (PCI) is 0 for the existing terminal apron area, 26 for the area in front of the Olympus Air Hangar and on the apron area to the east of Olympus Air, and 37 for the area on the south side of the Parallel Taxiway. A PCI below 60 typically calls for complete reconstruction, and, given that the highest PCI for these areas is 37, complete reconstruction of the apron areas is proposed.
