As of November 8, 2024, an engineer has been identified, project under construction. One pdf and one hard copy of the responding firms' "Statement of Qualifications" are required. The submittal shall be submitted in a sealed envelope bearing the name and address of the firm GENERAL The Village of Streamwood (Village) will accept Statements of Qualifications (SOQs) from IDOT Qualified firms for Phase III engineering services for the Illinois Route 19 / Irving Park Road - From the west Village Limits to just west of Route 59 Improvement Project (the Project). This segment of Irving Park Road is located in the northwestern portion of Cook County, Illinois. The Village has received federal funds from the Northwest Council of Mayors (NWCM) through the Surface Transportation Program (STP) and the Illinois Transportation Enhancement Program(ITEP). The STP program and state funds will provide a majority of the project funding for Phase III engineering services and construction. Phase II engineering is in progress and approval by the Illinois Department of Transportation (IDOT) is expected in October 2023. The project area is failing under current traffic conditions due to inadequate roadway geometry. The functions of Irving Park Road and the intersecting side streets are expected to deteriorate further in the future as traffic increases. As a result, Irving Park Road from west of Illinois Route 59 to the west Village Limits will be improved. The improvements include widening Illinois Route 19 to a 3-lane section with dedicated turn lanes. The remainder of the improvements include the construction of retaining walls, lighting, pedestrian improvements, a noise wall, sewer and water items, and pavement reconstruction. Not included in the improvements is the intersection of Irving Park Road and Illinois Route 59. This intersection has been widened and recently resurfaced. Therefore, all improvements will match into the already widened Rt. 59 intersection. The total length of improvement is 5,750 feet or 1.09 miles. CONTRACT SCOPE OF WORK The selected firm shall perform the Phase III engineering services required in a professional and satisfactory manner. The Village will provide a liaison as a point of contact throughout the Phase III process. All work must be completed in accordance with the Village, IDOT and Illinois Environmental Protection Agency (IEPA) policies and standards and the approved Project Report. The anticipated scope of services shall include but is not limited to the following: Phase III construction engineering services shall meet current federal aid and IDOT procedures and requirements. The anticipated scope of services shall include but is not limited to the following: o Provide full-time resident engineer and necessary construction inspection staff to ensure that improvements are completed in accordance with the approved contract plans and documents. o Attend IDOT Pre-construction meeting with Village. o Communicate with local business owners and residents on the Village's behalf regarding construction-related items. Complete and maintain required reports, activities, plan changes, anticipated cost changes, extra work, etc. Submittal of weekly reports to the Village liaison, IDOT and the Contractor. o Assist Village staff with any necessary IDOT, STP, CMAP or NWMC invoices, submittals and updates. o Provide up-to-date information to the Village and stakeholders. At minimum, the firm will maintain current information, project photos, schedule, project map, information on funding stakeholders and contact information for the selected firm, contractor, & resident engineer. This scope of service may require the selected firm to have followup communications with local business owners or residents as needed. o Facilitate weekly progress meetings with the contractor and subs, utility companies, IDOT, Village, etc., and provide minutes. Ensure that contractor provides updated project schedule for progress meetings. o Maintain records during construction to document field changes. Prepare and provide as-built drawings (hard copy and electronic) to the Village. o Complete measuring and documentation of quantities meeting IDOT requirements. Prepare and submit various reports such as partial and final pay estimates, change orders, material reports, records, etc... o Provide and complete QA/QC material testing as required by IDOT o Complete all final IDOT quantity and material documentation for Contract completion and close out o Provide necessary transportation, computer and communication devices needed to complete the scope of work. PROJECT SCHEDULE Phase II design engineering is in progress and anticipated to be approved in October of 2023 for an anticipated IDOT January, 2024 letting. The Village will negotiate a Phase III engineering services agreement with the selected consultant. There will be no specified end date to this service agreement as the Phase III construction contract will dictate the service duration. The specific construction timeframe will be included in the Phase III construction contract.
