Renovation of a library in Plainsboro, New Jersey. Completed plans call for the renovation of a 10,239-square-foot library.

Sealed bids will be received by the Director for Plainsboro Public Library for: The Plainsboro Public Library YES Project: Darren Miguez, 9 Van Doren Street, Plainsboro, NJ 08536. Contractors wishing to submit a bid for this project must purchase the Specifications and Bid proposal form. The Specifications and Bid Proposal Form must be purchased no later than forty-eight (48) hours prior to the time set for the opening of the Bids. Each Bid proposal must be accompanied by a Surety's Consent and a Certified Check, Cashier's Check or Bid Bond, at the Bidder's discretion, as a security, which may be forfeited and retained by the Library in lieu of its other legal remedies, if a successful bidder's proposal is accepted by the Library and he shall fail to execute and return to the Library the required contract and/or bonds within ten (10) days after delivery of the prepared contract and/or bond form to him by the Library, for not less than ten percent (10%) of the amount of the bid, made payable to the Library, except that the amount of the check shall not exceed $20,000. The successful Bidder will be required to furnish, within ten (10) days after the award, a Surety's Performance and Payment Bonds equal to one hundred percent (100%) of the Contract Price, and shall remain in effect until acceptance of the Project by the Library and adoption of a Resolution granting release of said Bonds by the Library. Such Surety Company to be acceptable to the Fire District and authorized to do business in the State of New Jersey. A Maintenance Bond shall be submitted prior to final payment and shall remain in effect for a period of two (2) years from the date of acceptance of the project by the Library or as otherwise provided for in the Contract Documents. The work to be done for this project is subject to the provisions of the New Jersey Prevailing Wage Act. All bidders on this contract for public work will be required to name all subcontractors, as required by N.J.S.A. 40A:11-16, at the time the bid is made. At the time of bid opening, contractors shall submit to the Library the Certificates of Business Registration (N.J.S.A. 52:32-44) and a valid Public Works Contractor Registration (N.J.S.A. 34:11-56.48) for themselves and all subcontractors listed in the bid proposal. No contractor or subcontractor shall engage in the performance of public work subject to this contract unless the contractor and all subcontractors are registered under the Public Works Contractor Registration Act and hold a valid State of New Jersey Business Registration Certificate. Bids without both valid documents for each contractor and subcontractor will not be considered. Bids must be made on the Standard Proposal Form provided in the manner designated herein. The Bid must be enclosed in sealed envelopes bearing the name and address of the bidder and labeled: Plainsboro Public Library YES Project. The Bid must be addressed to the Plainsboro Public Library, 9 Van Doren Street, Plainsboro, NJ 08536. Bidders are required to comply with the requirements of P.L. 1975, C. 127 and N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. The Library reserves the right to reject any or all Bids, to waive minor informalities as may be permitted by law. Bids may be held by the Library for a period of sixty (60) days from the date of the receipt of bids for the purpose of reviewing the bids and investigating the qualifications of the bidders, prior to awarding the contract. Accordingly, in submitting their Bid, the Bidder agrees that he will not withdraw it within sixty (60) consecutive calendar days after opening the Bids. It is expressly required that the contractor will have the enclosed documents reviewed by an attorney of his own selection. Such legal review will permit the contractor to have a clear evaluation of the legal adequacy and intended requirements of the enclosed material and establish any areas whose additional explanation or clarification is required prior to Bid submission. To that end, at the time of the opening of bids each Bidder will be presumed to have read and to be thoroughly familiar with the Specifications and other Contract Documents, including all Addenda and Bulletins. The Bidder's failure or omission to examine any form, instrument or document, or to visit the site if desired and acquaint themselves with conditions there existing, shall not relieve the Bidder from obligation with respect to their bid. In connection therewith, the Bidder acknowledges and declares that said Contract Documents are full and complete, are sufficient to have enabled the Bidder to determine the cost of the Work therein to enter into the Contract, and that the Contract Documents are sufficient to enable it to construct the Work outlined therein, and otherwise to fulfill all its obligations hereunder, including, but not limited to, Bidder's obligation to construct the Work for an amount not in excess of the Contract Sum on or before the date of Substantial Completion established in the Agreement. PPL hascommenced a partial renovation of the Third floor of the existing library building to support their Youth Engagement Services(YES). The over arching goal isto make the space more flexible to meet the needs of existing and future programsrelated to YES. The modificationsto the space are primarily cosmetic with new flooring, paint, reduction/reconfiguration of the existing stacks, new service desk, infill of depressed play pit, replacing a static partition with a folding/stacking partition and decorative lighting. New tables and seating along with existing furniture are located throughout the new configuration to support flexibility. The Office, Science Center, Storage Room, Stairs and Toilet Rooms are all to remain as-is. Work includescoordinationwith owner'sforcesto remove existing library material, removal and storage of existing stacks and furnishingsthrough an approved furnishing vendor and generalconstruction associated with refinishing and fitout ofspace as described. Electrical and HVAC sub tradesinclude new lighting and electrical outlets as well as modificationsto the existing HVAC System to support the new layout.
