The City of Long Beach is requesting proposals to conduct a performance review of the Waste Management (dba USA Waste of California) (WM) recycling collection contract. The Awarded Contractor will verify revenue sharing repayments to the City, evaluate WM's compliance with the terms of the contract and at the conclusion of its review the Awarded Contractor will provide the City recommendations. The City seeks proposals from qualified and highly interested firms to conduct a comprehensive performance review of WM's recycling collection contract. The Awarded Contractor shall provide a thorough project plan to develop a performance review that will detail specific procedures the Awarded Contractor will perform as part of their review. This plan shall include the methodology used, materials needed from the City and WM, and procedures for the review. The Awarded Contractor shall arrange meetings with the City and WM as needed to check-in on the progress of the performance review, answer questions, and provide feedback throughout the process. The Awarded Contractor shall assess the results of the performance review and develop their findings and conclusions. The Contractor will prepare documentation to support the objectives, timing, approach, extent of the procedures performed, and the evidence obtained from the review with related results. With these results, the Contractor shall develop a final report with recommendations.
