SCOPE OF WORK The City is issuing this Request for Qualifications (“RFQ”) to engage the services of professionals to indepently manage, operate, and improve the 18-acre Louis B. Hazelton Memorial Cemetery owned by the City. PROJECT DESCRIPTION The City is seeking interested parties who have the vision, experience, financial strength and capacity to independently operate the cemetery to provide high quality services. In addition, the City is interested in finding a party who would provide enhancements to the cemetery grounds, which may include additional offerings for burial services, such as estate areas, in ground cremation area, scattering garden, funeral service area, reflection areas, memorial areas, etc. Any revenues the proposer receives from cemetery sales would be retained by the proposer, though based on the proposer’s suggested terms (section 6), there may be an opportunity for revenue sharing to the City to serve as lease payments for the cemetery grounds. The City is seeking a proposal that would make the Louis B. Hazelton Memorial Cemetery a place where people will be drawn to, proud of and view as the preferred local choice for interment or inurnment services. The proposal should outline the vision and concept for an innovative, high quality cemetery that is aesthetically pleasing, functional, and cost effective to operate without disturbance to any existing burials. The form and design should be a point of pride for local residents, create a dignified, reflective atmosphere and ensure a park-like setting that invites appropriate and respectful uses by the community. The City reserves the right to conduct discussions with proposers, and to accept revisions of proposals, and to negotiate price changes.
