All bids shall be made strictly in accordance with the bid documents. The bid documents are on file at the Town Clerk's office.. Bidders are advised to make an appointment with the town's Code Enforcement Officer for a pre-inspection of the site (exterior only). Failure to pre-inspect the property shall not be accepted later as a valid basis for alteration or termination of bid. A certified check or bank draft, payable to the Town of Owego in negotiable U.S. Government bonds, or a satisfactory bid bond executed by the bidder and an acceptable surety in the amount equal to ten (10%) percent of the total aggregate bid for the demolition and site work, shall be submitted with each bid. The bidder must be capable of obtaining a performance bond in the amount sufficient to cover the cost of the project. Proposals submitted without the required bid guarantee will be deemed non-responsive. The Town Board reserves the right to reject any and all proposals offered. The Claimant by his/her signature on the voucher for payment certifies that all employee wages paid for work covered by the voucher are paid in accordance with the NYS Prevailing Wage & Supplement Schedules. Certified payroll is required. All bids must be placed in sealed envelopes, which shall be marked "Sealed Bid for Supplying the Town of Owego with Bid Price for Demolition of 5099 State Route 17C". Bids may be mailed or delivered to the Town Clerk in person. In the event the bid is mailed, the envelope should then be placed in another sealed envelope addressed to the Town of Owego Clerk, 2354 State Route 434, Apalachin, NY 13732. It is possible an addendum to the specifications may be added at any time.
