Security Camera System Upgrade and Expansion at Outhwaite Homes The Contractor's proposal effectively fulfills the scope of work that will be carried out under this RFP as described in Appendix A Scope of Services. The Contractor's proposed scope of work will effectively provide complete camera coverage of Outhwaite's exterior areas (roads, parking lots, courtyards, sidewalks, etc.) with a clear proposed scope of work. The Contractor must demonstrate that the proposed NVR will support all cameras in terms of processing power, throughput, memory (at least 45 days of video storage time), and RAM. The Contractor also proposes a reasonable and effective plan for providing power to all system components. SCOPE OF SERVICES The purpose of this RFP is to evaluate proposals from contractors to expand and make upgrades to the security camera system at Outhwaite. At Outhwaite, CMHA currently maintains a security camera system that includes one Pelco Power 2 NVR, approximately 25 IP cameras of different types (2 MP, 5 MP, 12 MP Panoramic), and approximately 20 encoded analog cameras. These cameras cover areas that include streets, sidewalks, parking lots, courtyards, playgrounds, outdoor recreational spaces, and the Outhwaite management office. Through this RFP, CMHA seeks to expand and substantially upgrade the system at Outhwaite to cover more outdoor areas of the estate including additional streets, sidewalks, parking lots, courtyards, playgrounds, outdoor recreational spaces, and inside the Outhwaite management office. Please see the below for an explanation of what this proposal is requesting in terms of the scope of work. For a proposal to receive full consideration, it must adhere to the following specifications: A. Expand the Storage of the Existing Outhwaite Homes NVR. o The chosen Contractor shall furnish a storage upgrade to the existing Pelco Power 2 NVR located in the Outhwaite Homes management office to maximize storage capability o The storage upgrade of this NVR shall allow for 96 TB total storage (88 TB RAID). B. Furnish and Install an Additional NVR at the Outhwaite Homes Management Office o The chosen Contractor shall furnish and install an additional NVR at the Outhwaite Homes management office. o The selected NVR must utilize VideoXpert Professional as its Video Management Software. o The NVR must be able to be fully integrated with the existing NVR as defined in Appendix A. That is, the two NVRs shall function to provide one single user interface. o The recommended NVR model is the Pelco Power NVR that operates on Windows 10 or equal. o This NVR must have 96 TB of storage (88 RAID) C. Establish All Camera Network Connections to the NVRs o CMHA's NVRs will be located in the Outhwaite property management office. o All camera feeds must record at these NVRs.
