The Project includes the following Work: The work generally consists of relocation of a force main in the City of Effingham along Fayette Avenue. The relocated force main is proposed to be relocated in parallel to the roadway within existing or newly acquired easement. The West extent of the project is the pump station West of S. Raney Street located in the northwest corner of the Effingham Event Center property. The East extent of the project is in the existing alley, south of Fayette, on the east side of Henrietta Street. Select material will be supplied by City. Additional considerations shall be as detailed and described in the plans and specifications titled "City of Effingham Fayette Avenue Force Main" prepared by Farnsworth Group, Inc. It is anticipated that a Notice of Award of contract will be issued within 10 days ofthe date bids are opened and that a Notice to Proceed will be issued within 10 days of the date of the Notice of Award if contractor provides proper insurance and bonding in a timely manner. Time is of the essence for this project and the completion dates and requirements are further outlined in the Agreement, document C-520.Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.Each proposal shall contain the name of every person or firm interested in the same and shall be accompanied by bid bond, certified check, bank draft, or cashier's check payable to the order of the Treasurer, City of Effingham, in an amount not less than 5% of the proposal. The City of Effingham reserves the right to reject any or all bids, waive or not waive any informality in the bids, and to accept any bid which it deems most favorable to the City. It is agreed that this bid may not be withdrawn for a period of 45 days from opening thereof or it will be subject to forfeit the 5% Bid Bond provided with the bid. Work on this project is subject to the Prevailing Wage Act (820 ILCS 130) and other applicable laws. Prevailing Wages, as determined by the Illinois Department of Labor shall be paid. The submission of monthly certified payrolls to the Il Department of Labor with copy to the City of Effingham is required. Work on this project is subject to the Illinois Substance Abuse Prevention on Public Works Project Act (820 ILCS 265) as enacted by P.A. 95-0635.
