Site work and paving for a road / highway in Fishers, Indiana. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.

The City of Noblesville with partial funding from the Federal Highway Administration (FHWA) and oversight from the Indiana Department of Transportation (INDOT) intend to proceed with a proposed intersection improvement project at 141st Street and Promise Road in Hamilton County, Indiana. Specifically, the project is located in Section 21, Township 18 North, Range 5 East as illustrated on the McCordsville, Indiana United States Geological Survey topographic quadrangle. The primary need for this project is due to congestion and delays. The purpose of this project is to improve the operational characteristics of the existing four-way, stop-controlled intersection. The existing intersection consists of single-lane approaches under stop controlled conditions, which limits capacity especially during peak travel periods. 141st Street is a primary east/west corridor, and the existing four-way stop-controlled intersection is not able to accommodate the current traffic volumes during the morning and evening peak travel hours. The preferred alternative will construct a single-lane roundabout at the intersection. The roundabout will consist of a 120 ft. diameter roundabout with one 17 ft. circulatory travel lane bordered by concrete curb and gutter. The inscribed diameter of the roundabout will be 43 ft. providing a 26 ft. interior grassed area and a 14 ft. truck apron. The roadway cross-section will provide 12 ft. entry and exit lanes from the approaches of 141st Street and Promise Road. Enclosed drainage will be installed, and underdrains will direct runoff into a detention basin that will be constructed in the southwest quadrant of the intersection. Other features of the roundabout to provide pedestrian refuge between the entry and exit travel lanes. Specialized pavement markings will include directional and yield arrows to assist motorists with lane direction. Four sections of a 10 ft. multi-use path will be constructed in each quadrant of the roundabout. The sections of multi-use path will provide connection for future planned pedestrian pathways in the area. In addition, new lighting will also be installed along the approach legs of the roundabout. Project limits will extend approximately 275 ft. west and 275 ft. east along 141st Street and 400 ft. north and 220 ft. south along Promise Road for a total of 1,170 ft. (0.22 mile). Approximately 1.80 acres of additional permanent right-of-way will be required to complete the project. The permanent right-of-way consists of 1.35 acre of agricultural/undeveloped vacant land and 0.45 acre of residential land. No temporary right-of-way will be required. Construction is anticipated to begin in Summer 2024 and will be completed by Fall 2024. The project will require closure of the intersection during construction. The detour will utilize 131st Street, 146th Street and Marilyn Road. The detour will be in place for approximately 60 to 90 days. Access to all residential properties will be maintained for the duration of construction. The FHWA and the INDOT have agreed that this project falls within the guidelines of a Level 2 Categorical Exclusion (CE-2). No significant adverse impacts to the human or natural environment were identified as part of this environmental documentation. There will be no stream or wetland impacts. There are no endangered species of plants or animals that will be impacted. Preliminary design plans and the draft CE-2 are available for review at the City of Noblesville, Engineering Office, located at 16 South 10th Street, Noblesville, Indiana 46060.
