Site work for a water / sewer project in Turtle Lake, Wisconsin. Completed plans call for site work for a water / sewer project.

As of October 19, 2023, this project has not yet been awarded. A timeline for award has not yet been established. The project entails the furnishing of all labor and material for the construction of a wastewater treatment facility. Major components of the Work include: headworks building with preselected screening and grit removal, lift station, anaerobic and anoxic tanks, flow combining structure, preselected Membrane Bioreactor (MBR), MBR Building, preselected thickener, preselected centrifuge electrical building, septage receiving station, outfall piping, site work, lab equipment, electrical/SCADA, backup generator, HVAC, process piping and modifications to several existing structures including the control building, equalization tanks, aerobic tanks, pump building, aerobic digester, and sludge storage building upgrades. All work located at existing wastewater treatment plant. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder in accordance with the Instructions to Bidders. The Village of Turtle Lake reserves the right to retain the deposits of the three (3) lowest bidders for a period not to exceed 30 days after the date and time set for the opening of bids. No bids may be withdrawn for a period of 30 Days after the date and time set for the opening of bids. Bidders Proof of Responsibility must be submitted in accordance with the Instructions to Bidders. Bidders will be required to provide performance and payment bonds of 100 percent of bid amount. This Contract is expected to be funded in part with funds provided by the United States Department of Agriculture, Rural Utilities Service (RUS) and the Wisconsin Department of Natural Resources, Clean Water Fund Program (CWFP). Information on applicable federal requirements is contained in the Project Manual. Use of American Iron & Steel: Projects financed in whole or in part by the Safe Drinking Water Loan Program are required to use American iron and steel. Bid proposals may be denied if the requirements of this Section are not met. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron, and project specific waivers: TBD. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub -contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. If the requirements of Davis Bacon, the State of Wisconsin and the Contract requirements conflict with regard to wages, the highest of the three shall apply. The Owner encourages DBEs, MBEs, WBEs, and SBRAs to submit Bid proposals. Equal Opportunity and Affirmative Action requirements apply to this Project. The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specification" included in the specifications. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade = 0.6% (Barron County) Goals for female participation in each trade = 6.9 % The Village of Turtle Lake reserves the right to reject any and all bids, without cause, to waive irregularities and informalities therein and to award the Contract in the best interest of the Village of Turtle Lake.
