The Housing Opportunities Commission of Montgomery County, Maryland (hereafter referred to as HOC) is soliciting proposals from qualified firms, who are licensed, insured, and bonded to conduct business within the State of Maryland for the purpose of performing various residential property inspections including but not limited to Housing Quality Standards(hereafter referred to as HQS), the National Standards for the Physical Inspection of Real Estate (hereafter referred to as NSPIRE), Lead Based Paint, Radon, initial, annual, special inspections and re-inspections. The HOC is seeking the services of one or more firms to provide inspection services, for a two (2) year term with an option to extend for an additional two (2) year term at the sole discretion of HOC, but reserves the right to award a different contract term. The HOC administers approximately eighteen thousand (18,000) initial, annual and special inspections and re-inspections annually. It is estimated HOC will administer approximately 100 Lead Certification Inspections and 3500 Radon Inspections. HOC properties consist of single family, townhouse, multi-family, garden, mid-rise and high rise dwelling units located throughout Montgomery County, Maryland, an area comprising approximately 500 square miles. This RFP is intended to produce a qualified firm(s) who will provide these inspections using trained/certified inspectors. The HOC is seeking proposals from highly qualified, licensed, insured, and bonded firms, to provide inspection services listed herein. The selected firm(s) must furnish sufficient organization, personnel and management staff with the necessary skills and judgment to perform all duties and responsibilities associated with the functions of each inspection, including but not limited to scheduling, notification, inspection, quality control and reporting.
