Awarded Consultant shall be required to do the following within the County's timeline: o Assess the demand/market need for such a facility. o Assess the ability of the proposed facility to meet the needs of local sports organizations, travel sports, and residents, while attracting audiences to Walton County. o Identify and assess variables that will impact success of project and its impact on economic development, particularly in increasing tourism. o Assess the impact of regional growth, its effect on the ability to augment potential audiences, and access to the region. o Assess the impact of nearby sports and entertainment facilities as competitors, thereby keeping unique and fitting offerings in mind for Walton County and its visitor and resident demographics. o Develop information needed to assess economic impact. o Determine potential users of the facility to promote visitation. o Develop uses and attendance patterns. o Determine pro forma plans and budgets for operations and construction, including staffing and local expenditures for construction and operations, etc. o Assess economic impact of the proposed facility operating in accordance with pro forma budgets for construction and operations. o Provide a written report of the above; and o If requested, provide an oral presentation to the Walton County Tourist Development Council and the Board of County Commissioners. Consultant is properly certified and licensed; is solvent financially; is experienced in and competent to complete the project.
