Site work for a mixed-use development in Philadelphia, Pennsylvania. Conceptual plans call for site work for a multi-residential development.
As part of an Affordable Homeownership Initiative, PHA is seeking a Development Partner(s) to rehabilitate approximately 69 vacant properties for affordable homeownership opportunities for families in the Strawberry Mansion and North Philadelphia neighborhoods of Philadelphia. Questions Due Date: Jun 16th 2023, 11:00 AM EDT This RFP is aligned with Philadelphia's Neighborhood Preservation Initiative / Turn the Key Program which targets future buyers of the affordable housing developed by this RFP and will help reduce purchase prices for buyers. PHA and The Philadelphia Housing Development Corporation (PHDC), The Philadelphia Land Bank and the City of Philadelphia are the record owners of the properties. The properties are all vacant land and will be conveyed for nominal consideration. Developers will be required to sell the properties to homebuyers earning a maximum of 80% of the Area Median Income (AMI) based on household size with a maximum sales price established in this Request for Qualifications (RFQ). A restrictive covenant will be placed on all properties, which will require any future resale to a buyer whose household income is at or below 80% of AMI for PHA properties. The restrictive covenant for non-PHA properties will be in effect for a period of fifteen (15) years and will reset upon sale to another income qualified homebuyer. Restrictive covenants for PHA owned properties will be in effect for a period of twenty (20) years after the initial homebuyer purchase. All owner entities reserve the right to recapture the property if it is not developed within the agreed upon time frames.
