Per the owner, as of November 3, 2023, they are still in the process of doing evaluations for this solicitation. The owner states that they hope to have an award in another month and to have a notice to proceed in December 2023 or January 2024. The owner states that construction is anticipated to begin in the spring of 2024 and is anticipated to be completed in the fall of 2024. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Jorey Deml) for receipt by close of business (2 p.m. local Denver time) on June 7, 2023: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm's capability to bond for a single project of $5 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the CA ERFO FS ELDOR 2021-02(4) ALDER CREEK BRIDGE project in which you performed (as the prime contractor) bridge removal, installation of prefabricated steel bridge for motor vehicles, placement of riprap, placement of roadway aggregate, drilled shafts, asphalt concrete pavement, guardrail and terminal sections in mountainous terrain and natural resource sensitive areas. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ Project Details: CA ERFO FS ELDOR 2021-02(4) ALDER CREEK BRIDGE This project is located in the Eldorado National Forest in eastern-central California. The terrain is rolling and mountainous with elevations ranging up to 5600 ft. The existing bridge (Structure 050356000001022) on Route 11N46, approximately 30 miles east from Placerville, CA, was constructed in 1966, as reported in the inspection report. Prior to fire damage, the bridge was a one lane, two-way traffic single span structure with no skew. It had an overall bridge length of 50 feet, roadway width of 14.0 ft, and deck width of 15.0 ft. The purpose of the project is to replace the Alder Creek Bridge over Alder Creek within Eldorado National Forest in El Dorado County, California. The bridge was completely damaged by the Caldor fire in the summer of 2021 and is proposed to be fully replaced with a prefabricated steel bridge. Principal Work Items: Approximate quantities for major work items: 1 (LPSM) of Removal of Existing Structures and Obstructions 150 CUYD of Excavation 260 CUYD of Riprap 180 TON of Roadway Aggregate 100 TON of Asphalt Pavement 16-ft x 82-ft of Prefabricated Steel Bridge 200 LNFT of Drilled Shafts, 24-inch diameter 250 LNFT of Guardrail, including terminals 80 hours of Equipment Hours 80 hours of Labor Hours Additional Information for Notice: The work will be listed within a single Schedule (Schedule A) and no options are proposed. Adjacent segments of Forest Route 11N46 will remain closed during construction and can be used for contractor staging and storage. Access to both sides of the bridge is possible by detour. Deep foundations (micro-piles or drilled shafts) are anticipated Anticipated Notice to Proceed in January 2024, with ground disturbing activities starting in Spring 2024 It is anticipated this project will be advertised in October 2023 and awarded in December 2023. Construction will run from Spring 2024 thru October 2024. The estimated price range of the project work is between $2,000,000 and $5,000,000. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
