The Hazleton Area School District (hereinafter referred to as Owner) seeks specific proposals from interested Energy Services Companies (ESCOs) to provide a performance-based operating cost reduction program in concert with a capital improvement program both under the guidelines of the Pennsylvania Guaranteed Energy Savings Act (GESA), and other applicable implementation strategies. The program will focus on developing and implementing a data driven approach to facility renovations, improvements, and retrofits. The projects undertaken will assist the district in managing both immediate and long-term facility needs, while planning for and considering future demographic and financial projections within the district The intent of this RFP is to solicit proposals from qualified ESCOs to provide a capital improvement program that compliments the ongoing maintenance of the district buildings, while also providing energy efficiency and upgraded systems per the terms of the GESA. The energy efficiency program should include Energy Conservation Measures ("ECM"), and other infrastructure improvements. This would entail HVAC renovations, lighting renewal, fire protection system improvements, ADA compliance upgrades, and improved finishes. This RFP outlines the qualifications-based selection process with the understanding that flexibility, speed of delivery, transparency, and overall approach will be central to the selection of the ESCO partner The Owner reserves the right to modify the terms of this RFP and the areas of any buildings to be considered during the RFP process. The owner reserves the right to expand this program to other buildings if the owner deems this approach to be in its best interest
