OVERVIEW The City of Socorro was incorporated in 1882. It operates under a Mayor/Council form of government. Municipal services include the usual governmental functions of police, dispatch, animal control, fire, gas, water, sewer, parks & recreations, swimming pool, public library, and solid waste. SCOPE OF WORK Vendor will coordinate the development of a Socorro area Rio Grande Trail gateway community plan for the Rio Grande Trail and interconnected trail networks in Socorro County to refine alignment and prepare for implementation of the Rio Grande Trail, and connecting trail segments and networks. The Vendor will work hand-in-hand with the City of Socorro, Socorro Trails Alliance, Save Our Bosque Task Force, Striders and Riders, New Mexico Tech, MRGCD, Bureau of Land Management, USFS, Socorro County, and other invested stakeholders to identify and designate sections of the Rio Grande Trail along preferred and potential alignment routes based on the recommendations of the Rio Grande Trail Master Plan. Deliverables for the plan include: 1. Confirm Rio Grande Trail proposed and potential alignment, as well as spur connecting trails, including design documentation, cost estimates and an estimated timeline for implementation. a. Define clearances under I-25 and fence crossings for Rio Grande Trail connectors to the Socorro Single Track and Box-Enterprise Trails (BLM) (or a determination that this is not feasible). b. Determine preliminary alignment of the Baldy-to-Bosque Trail / Grand Enchantment Trail Interconnect in preparation for a formal NEPA process. c. Design a trail signage layout utilizing ORD's recommended signage best practices. 2. Identification of priority Rio Grande Trail infrastructure projects (to include structures, shelters, and other infrastructure that supports short and long-distance trail users as well as spur connectors. a. Provide design recommendations for Riverine Parks in Socorro County, including cost estimates and an estimated timeline. 3. Confirm trail segments ready for official designation as segments of the Rio Grande Trail to the City and County of Socorro. 4. Capture the trail alignments and infrastructure in a Socorro Area Trails & RGT Gateway Community Plan that includes the following: a. Codifies trail networks within the larger system through comprehensive mapping, including i. The Rio Grande Trail ii. Socorro Valley Bosque Trails, iii. Socorro Single Track Network iv. Box - Enterprise Trail Network, v. Magdalena Mountains Trail Network, vi. The Baldy-to-Bosque Trial and Grand Enchantment Trail, and the vii. Quebradas Trail Network. b. Provides an economic and social impact assessment (informed by existing conditions and a literature review) of implementing the plan and establishing Socorro as an RGT Gateway Community inclusive of the proposed designated trail, infrastructure projects and interconnecting trails. c. Provides an assessment of the typical cumulative impacts on wildlife (flush rates, habituation, etc.) for green-field trail networks informed by a literature review. Community stakeholders have prepared draft inputs to the Socorro Area Trails & RGT Gateway Community Plan which may facilitate stakeholder convergence and the preparation of the final draft. Geospatial information on existing trail networks is also available, and draft RGT segment designation documentation has also been prepared for the Socorro Valley Bosque Trail. The period of performance will be 6 months from the date of award. Deliverables to be completed on a best-effort basis. PROCUREMENT The City of Socorro hereby invites competitive sealed bids to create a Rio Grande Trail infrastructure plan for the Socorro area that may be replicable by other communities for the Rio Grande Trail Project. Bids may also be submitted electronically by e-mail up to the appointed deadline. The City of Socorro reserves the right to reject any or all bids, to waive technical irregularities, and to award the bid to the bidder whose bid it deems to be in the best interest of the City of Socorro. Any bid received after the above date and or time will be returned unopened. All bids must be clearly marked "IFB060923" in the lower left corner of the envelope or in the e-mail subject line. The bidder shall assume full responsibility for the timely delivery of bid. CAMPAIGN CONTRIBUTION DISCLOSURE FORM Offeror must complete, sign, and return the Campaign Contribution Disclosure Form. APPENDIX A, as a part of their proposal. This requirement applies regardless whether a covered contribution was made or not made. Failure to complete and return the signed unaltered form will result in disqualification.
