Brazoria County is requesting Statements of Qualifications (SOQ) from competent engineering firms, registered to practice in the State of Texas, who can adequately demonstrate they have the resources, experience and qualifications to perform Plans, Specifications, and Estimate (PS&E) and related services for the repair and maintenance of approximately 4,600 feet of beach and dunes along the Bluewater Highway and Beach Access Road Five, located in Brazoria County. This project was paid for [in part] with federal funding from the Department of the Treasury through the State of Texas General Land Office, pursuant to Senate Bill 8, which allocated Coronavirus State and Local Fiscal Recovery Funds (SLFRF) received by the State of Texas under the American Rescue Plan Act. The statements, findings, conclusions and recommendations are those of the author(s) and do not necessarily reflect the views of the State of Texas or Department of the Treasury. Services shall be in conformance with all federal requirements for the American Rescue Plan Act, Coronavirus State and Local Fiscal Recovery Funds (SLFRF). The respondent shall select a team of professionals capable of providing the required services in an efficient manner in the best interest of Brazoria County and to provide successful, on-time, and on-budget project delivery. Information on all proposed subconsultants and/or subcontractors should be included in the SOQ. The PS&E plans must be complete and ready for bid by the beginning of March 2024. Brazoria County intends to enter into a Professional Services Agreement with a prime firm to provide services for the following: Project Management Engineering Design Services to include: Bid and Construction Phase Services Construction Cost Estimates The Contract consists of the Instructions to Respondents, Specifications/Statement of Work, Standard Terms & Condition, Special Requirements and the Professional Service Agreement, as well as all other documents included in the Request for Statement of Qualifications Number 23-01 as well as addenda issued prior to execution of the Contract, and modifications issued after execution of the Contract. The Contract represents the entire and integrated agreement between the parties hereto and supersedes prior negotiations, representations, or agreements, either written or oral. The Contract may only be amended or modified under the terms of this Contract The method of Contractor Selection has not been Determined at this time.
