The Dorothy Hart Community Center (DHCC), located at 408 Canal Street, is the home of the City's Parks, Recreation, and Events department. Built as the USO Recreation Center during World War II, the building experiences heavy traffic and requires a concept plan for improvements. Staff proposes contracting out for a plan in FY 2025 and then implementing those improvements in FY 2026 and FY 2027. In the meantime there are a variety of known projects that the department would like to address: Auditorium Dehumidification System: During various events, humidity levels in the auditorium increase. The excessive amount of humidity creates issues for maintaining an acceptable environment within the auditorium and affects the room's hardwood floor. Installation of a dehumidification system will assist in maintaining an acceptable moisture level in this area. Auditorium Floor: The hardwood floor in the DHCC auditorium is beginning to shows signs of its age due to normal wear. The Parks, Recreation and Events Administration operating budget includes funds for resurfacing the floor in FY 2025; this will help maintain the flooring until FY 2027 when staff requests funding for its replacement. The floor has not been resurfaced in over ten years and this is a highly utilized space for programs, camps, rentals, meetings, etc. ADA access ramp and stair replacement: This project will involve the replacement of the main entrance ADA access ramp and stairs for compliance requirements in FY 2026. Project is included City of Fredericksburg Fiscal Year 2025-2029. As of August 28, 2025, per owner, project is not anticipated to be funded until FY2027.
