Port Tampa Bay (PTB) is advertising for Requests for Qualifications (RFQ) from qualified Respondents (Consultants) interested in providing a wide range of professional maritime port general planning and maritime port strategic or master planning activities Port Tampa Bay (PTB) requires the assistance of a Consultant (team of consulting firms with one primary consultant) for a wide range of professional port planning, transportation, economic analysis, policy, grant and project proposal development (state and federal), in-house support staff and other services to support PTB's planning efforts. The Consultant will also be used to augment PTB's staff resources and will provide qualified technical and professional personnel to perform the duties and responsibilities assigned under the terms of the agreement. The Consultant's tasks will cover all areas and lines of business PTB is currently involved in as well as future development areas. This will include, cargo, cruise, all areas of real estate development, freight (rail and truck) and land use. The Consultant will be required to perform transportation, land use, economic impact analysis, market assessment, engineering, planning, grant proposal development, project presentation, financial, policy, and technical analysis and will develop specific data, reports, maps and recommendations to assist PTB in the performance of some or all of the tasks as identified in the scope of services. The Consultant will be required to support PTB in the organization, logistics, or coordination of meetings, and workshops as needed. The Consultant may be required to provide other communication to PTB Board or other external economic development, planning or local, state or federal agencies/departments as deemed necessary by PTB. The Consultant may be required to provide staff directly to PTB to work full time or part time in PTB's offices to manage projects, administer programs, assist in technical and professional reviews, report and graphics preparations, data collection and research. In such cases, PTB has final approval on the individuals proposed to work on the contract. These full time positions shall be provided at the negotiated field rate for consultant staff. The Consultant's work will be managed by PTB's Vice President of Planning and Development who shall provide a specific definition of the work to be performed by the Consultant for each task through the issuance of task work orders. The task work order will be prepared on an as needed basis and shall include project purpose and need, tasks to be performed, project schedule, manpower requirements, description of deliverables, work order expiration date, total allowable project cost and the method and schedule of compensation. Each work order shall be agreed to in writing by the Consultant prior to any work on the task being initiated. Specific additional requirements may be contained in the individual task work orders.
